THE DAILY PIONEER FAVOR BOARD ON CHARTERS Minnesota Bankers Would Limit Num. ber of New Institutions. St. Paul, Dec. 23.—Six hundred rep- resentatives of Minnesota state banks in convention here went on record, with but one dissenting vote, in favor of the enactment by the legislature of a law giving to some board or com- mission the power to refuse bank charters when in its opinion the or- ganization of such bank or banks would be detrimental to the best in- terests of the people.” The vote was taken at the request of Albert H. Turrittin, state superin- tendent of banks, after a resolution had been introduced by M. T. Dunm, president of the Citizens’ State bank of Brainerd. This resolution contem- plated giving to the superintendent the power to grant and deny charters at his discretion, but Mr. Turrittin and others objected to this as giving too much authority to one man. WOULD BATTLE IN EUROPE Japanese Want CGovernment to. Send Troops There. Tokio, Dec. 24.—Demonstrations are being held with the object of urging the government to send troops to Eu- rope. This is calculated to distract the opposition to the increase of the army. Leading newspapers argue that it is not clear that the allied governments snd people really desire to have the Japanese take part in the European war. Japan, they say, in attacking Tsingtau simply acted in accordance with the terms of the Anglo-Japanese alliance. 1t also is pointed out that while the country is making arduous efforts to increase the army by two divisions it is not consistent to say it can spare 500,000 men for Europe. RULES AGAINST DANCE HALL Judge Holds Chicago Levee Center Must Stay Closed. s Chicago, Dec. 24.—Freiberg’s dance ‘hall, against which frequent com- plaints were made while it was a cen- ter of activity in the levee district, must remain closed. The license of the place was revoked by the mayor several months ago and the circuit court has denied a petition for a writ to compel the municipal chief to re- issue the revoked dram shop and amusement hall licenses. In support of the petition it was de clared that Freiberg’s was being dis criminated against. The court, how- ever, ruled that the mayor had exer- cised his revoking power properly. NEW RECORD ESTABLISHED Chicago Christmas Postal Double Last Year. Chicago, Dec. 24.—Christmas busi- ness at_the Chicago postoffice is near- ly double the amount of last year, ac- cording to announcement by Postmas- ter Daniel Campbell. Parcel post; packages totaling 635 tons were ship- ped out on Sunday and Monday, as against 372 tons on the correspond- ing days last year.
