He read a long statement in sup- pert of his proposal for investigation of the national defenses by a special commission. “I am here to ask you to appropri- ate for the full number of ships rec- ommended by the general naval board for this year’s comstruction,” he said. “l am sorry to say that Secretary Daniels, in his recommendations to eongress, has cut the naval board’s ‘building program for this year almost exactly in two. “If you gentlemen had permitted me to present as witnesses a few recent- ly retired officers in a single day the country would have learned of our de- mented policy of building warships for cold storage. “If we had gone to war with the rest of the first class powers early in August do you realize that no less than nine of our battleships would not have been ready to fight? We have fifteen cruisers, twenty-two de- stroyers, eighteen torpedo boats, five submarines and perhaps a dozen mis- cellaneous fighting ships kept in cold storage with the battleships. Eighty fighting vessels of our modest navy are not avallable for battle in an “-emergency. " Eigheen Thousand Men Short. “I charge that our navy is 18,000 men short and a furthgr shortage of 40,000 men is in sight. The general board, which has actually made our war plans, estimates the enlisted force of the navy as between 30,000 and 50,- 000 men short for war. If any atten- tion had been paid to the general board’s emphatic appeals for our na- tional safety, instead of omly twenty- seven battleships built and building and authorized, we should now have forty-seven battleships built, building and authorized. Instead of sixty-eight destroyers we should now have 187 destroyers. “Do you know that we have fifty- six submarines in all, built and build- ing, good, bad and indifferent. Now comes Secretary Daniels and in a few soothing words recommends subma- rines to the paltry number of eight or so. “We have just a dozen aeroplanes in the navy. The general naval board in its current report says that we must spend $5,000,000 or air craft. Secretary Daniels recommends no regular specific appropriation at all. but he tells us about a volunteer air craft force. Italian Foreign Minister Fac- ing Task in Keeping Out of War. Baron Sonnino, the Itallan foreign minister, is the man of the hour in Italy and is doing all in his power to keep his country out of the war. The action of Turkish soldiers in dragging the British consul at Hodeida, an Arabian port, from the protection of the Italian consulate and in injuring an Italian official has produced a grave crisis in Italy’s relations with Turkey. Italy has demanded the im- mediate release of the Englishman and has called on Turkey to make a formal apology and to indemnify the injured Italian. GERMANS SINK TWO BRITISH DESTROYERS Berlin, Dec. 19.—Two British de- stroyers were sunk during the running fight in the North sea between the English patrol ships and German cruisers following the bombardment of Hartlepool, Scarborough and Whit- by by the Germans, an official state- ment issued here asserts. In addition to the destroyers which the Germans claim were sunk the statement declares another disappear- ed badly damaged. The statement ad- mits that the German cruisers were struck by shells from the British coast batteries, ‘but say little damage was done. The statement declares: “After approaching the English coast our cruisers were unsuccessfully attacked by four English torpedo boats. One was destroyed and anoth- er disappeared in a damaged condi- tion. “The batteries at Hartlepool were silenced. The gas works were dam- aged and several explosions were heard. Three large fires in town could be observed from our ships. “We received a few hits from coast batteries, but suffered very little dam- age. Elsewhere another English de- stroyer was sunk.” RAILROADS WINS RATE SUIT Can Charce Three Cents for First Five Miles Traveled in Minnesota. St. Paul, Dec. 19.—Railroads in Min- nesota can charge 3 cenis a mile for| the first five miles cf a passenger trip, according to a decision of the supreme court. The case arose under the Bendixen 2-cent fare law passed by the last leg- islature. The St. Paul road brought a suit in the Ramsey county district court contending that it had a right to charge 3 cents a mile for the firstj five miles of any passenger ticket. I The Bendixen law provides such a charge can be made for the first five miles, but the Ramsey court construed | it to mean only when a ticket is for five miles or a shorter distance. The supreme court reversed this decision, and holds that regardless of the dis- tance railroads are entitled to 15 cents for the first five miles traveled and 2 cents a mile for the remaining distance. Ll R R R Rk R FOUR HUNDRED OF THE CREW PERISHED. Petrograd, Dec. 19.—The sinking of the German cruiser Friedrich Karl during a recent sortie in the Baltic sea was of- ficially confirmed here.
