Chief of Staff to Visit Scene of Border Strife. AUSTRIAN SITUATION -ACUTE Conditions in Dual Monarchy Ap- proaching Crisis. Rome, Dec. 17.—According to re- ports from the Austrian frontier the situation in the dual monarchy is ap- proaching what might be called a crigis. These reports set forth that following the news of the defeat in- flicted on the Austrians by the Ser- vians the situation became grave and was rendered more acute by internal disorders, especially at Vienna, Buda- pest and Prague. At Budapest the demonstrations were more violent and almost assumed the character of a riot. FRANCE TO PASS COTTON Gives Assurances She Will Not Inter- fere With Shipments. ‘Washington, Dec. 17.—France, in a note to the state department through Ambassador Jusserand, gave assur- ances that she will not interfere in any manner with American cotton shipments, either to belligerent or neu- tral countries. Announcement was made that France will adopt the same attitude toward cotton shipments as that of Great Britain. MILITARY EXPERT IS DEAD Major General Davis Was American Delegate to The Hague. ‘Washington, Dec. 17.—Major Gener- al George B. Davis, former judge ad- vocate general of the army, died sud- denly at his home here from an at- tack of heart disease. He was a no- table author on military topics and an American delegate to The Hague conference and to the Red Cross con- ferences at Geneva. WILSON SHIP BILL REPORTED Marine Purchase Measure Favorably Acted on in Senate Committee. ‘Washington, Dec. 17.—The ship pur- chase bill urged by President Wilson was reported favorably to the senate for action after several amendments proposed by minority members had been defeated in committee. Pursuing the Dresden. Washington, Dec. 17.—Two British warships are pursuing the German cruiser Dresden, which left Punta Arenas on Sunday, according to an official telegram received from the American embassy at Santiago, Chile.
