ALPRES P “TRIBUTE TO PAYNE New York Congressman Oldest In Point of Service, ‘Washington, Dec. 12,—Tributes from all parties, some of the most sincere | of which came from former bitter po- litical foes, are pald to the memory of Sereno E. Payne, late representa- tive from New York, who died alone In his room of heart failure. He had the distinction of being the oldest representative in point of con- tinuous service in the house. He had served since March 4, 1883. He was #eventy-one years of age. i The house took charge of the fu- neral arrangements through its ser- geant-at-arms. Speaker Clark ap- pointed a committee to escort the body te Auburn, N. Y. Vice President Marshall will appoint a committee to act for the senate. { Payne was one of the most pic- turesque as well as one of the strong- est figures in the house. As original author of the Payne-Aldrich tariff law he attained national reputation. He also aided in framing the Dingley act. A member of the “old guard” of the Republican party, the New Yorker was a leader in the councils of his party, having served in high capacities at various national conventions. Carload of Flour for Belgium. Denver, Dec. 12.—Twenty cars car- rying more than 1,000,000 pounds of Colorado milled flour, the gift of the people of the state to the war suffer- erg in Belgium, has started from Den- ver for New York. Free transporta- tion has been furnished by the rail- roads over which the flour will be shipped. A second train is being col- lected and will be sent East in a few days. URGES PAY BY GOVERNMENT One Way to Improve Standing of 8tate Mititia. Washington, Dee. 12—“In no state Is the prescribed minimum peace strength of all organizations of the organized militia maintained, and in many instances the deficiency has reached such a figure as to leave the corresponding organizations such in name only—organizations of no value as a military asset to the federal gov- ernment.” This i3 the way Brigadler Qeneral A. L. Mills, chief of the di- vision of military affairs of the war department, characterizes the citizen soldiery of the country in his annual report. General Mills points out that his criticism is, entirely impersonal and is made “for the sole purpese of set- ting forth an accurate statement of existing conditions, with the view and in the hope of leading to a need- ed reform.”” One method of providing this reform is to be found, in General Mills' opinion, in the passing of a bill for the compensation of the militia by the federal 5overnmnnt‘ TO PUSH PHILIPPINE BILL Hearings on Measure for Increasing Independence of Islands. Washington, Dec. 12.—When the senate Philippine committee an- nounced hearings next Monday on the administration bill to grant a larger measure of self-government to the people of the islands Chairman Hitch- cock declared it was the purpose to push the bill to final passage at this session of congress. Secretary Garrison, former Presi- dent Taft, Dean C. Worcester and for- mer (iovernor General Cameron Forbes are to be asked to testify. GRAINAND PROVISION PRICES Duluth Wheat and Flax. EASY TARGETS FOR RUSSIANS Germans Advancing in Twilight Re.| vealed by Searchlights. London, Dec. 12.—A Petrograd dis- patch to Reuter's Telegram company says the Polish town of Lodz at the time of its evacuation by the Rus- sians was completely destitute of food. The population quit the town en masse, fearing the Germans. Thou- sands proceeded to Warsaw on foot. Accounts of the fighting between Lodz and Ilow show that the Germans attacked in close formation in the twilight and a fog, hoping to catch the Russians unawares. The Rus- sians, however, were forewarned and allowed the Germans to advance close. then swept the German lines »ith a hundred searchlights. Dazzled by the glare the Germans in dense columns offered an easy tar- get to machine guns and rifle fire. They lost enormously and finaliy re- tired. Notice.
