S 60D IS WITH s’ KAISER TOLD MEN Berlin, Dec. 10.—There.is published here a speech made on Dec. 3 by Em- peror William at one of the army camps, composed of Germans and Aus- trians, which he visited on his recent trip to the eastern front. “You are fighting for a just cause for liberty, for the right to exist as a nation, and for a future of prolonged peace,” said the emperor. “Even though the war should last for a long time, we shall not allow the enemy to have a moment’s quiet. “We shall continue to fight with guccess as heretofore, for heaven is on our side. With God we shall achieve -a prolonged peace; for our nerves are stronger than those of the enemy.” BOMBS DROPPED ON DOVER German Report Confirmed in Letter From London. German forces from Mlawa are pushing forward along the railroad leading through Novo Georgievsk to the Polish capital. Their lines ex- tend over to Przasnysz, twenty miles east, where they are now engaged with the Russians. Przasnysz is fifty miles from Warsaw. This is indicated not only in the movements of German troops which have been evident during the last few days, but the latest Russian official statement mentioned fighting in the Przasnysz region. The fighting in this section is still in progress, the Russian :tatement declares. NEUTRAL ZONE IMPOSSIBLE Pan-American Union Seeking Some Other Method of Protection. Washington, Dec. 10.—Realizing the utter futility of expecting the warring countries in Hurope voluntarily to neutralize the oceans of the Western hemisphere the Pan-American union is seelling some other method of keep- ing European and Japanese warships on the cther side of the world. A committee, made up of Secretary Bryan and the Brazilian, Argentine and Chilean ambassaders and the Peruvian, Uruguayan, Ecuadorean and Cuban ministers, is wrestling with the problem in the hope that at least a measure of relief may be secured. A neutral zone, onutlined by merid ians, it is pointed out, would release German merchant vessels to carry commerce Jetween the United States and South America, and because of this the allies would not enter into any neutrality agreement. FRISCO EXPORTS INCREASE Table Shows Cain for Eleven Montins of Year. San Francisco, Dec. 10.—Eliminat- ing cotton shipments, export business by sea from San. Francisco showed a gain of $7,525,260 during the first eleven months of 1914, over the same period last year, according to tabula- tion announced by the chamber of commerce.
