A Municipality Should Have as a Minimum 20 Per Cent of Its Area De- voted to Thoroughfares, While 40 Per Cent Is a Better Allpwance. {By Frank Koester, author of “City Plan- ning and Maintenance.”} In considering the various problems of traffic to be solved the principles pof city planning shonld guide the work. The purpose of the city should «be kept in view and carried out in the best possible manner. A city is in reality a kind of appara- tus or mechanism consisting of fixed places in which to live, work and be amused, with means of access thereto and means of transportation of prod- ucts to and from desired points. In a city the arrangement of high: ways must be such that the citizens who traverse them in great numbers may be enabled to reach their destina- tions with the greatest possible dis- patch, for a iarge part of the time of the public is consumed in merely going from place to place. The daily move- ments of the population should thus be studied with the utmost thoroughness and the streets laid out so that access to the different parts of the city may ‘be had from all the other parts in the most direct manner possible. A question of great importance to the civic engineer in the laying. out of such a plan is that of grades, as many cities are bullt on hills of greater or less height and the arrangement of » BARBAROSSA PLAZA, COLOGNE. streets and avenues must be such as to overcome in the most effective man- ner such natural obstacles. One of the best methods of laying out a city, as has been pointed out, is that of radial streets leading to the principal center, with clrcumferential concretic streets, but sufficient variety must enter into such a layout to obvi- ate its faults. The principal stream of passenger traffic during the day is between the ~ better residential districts and the civ-~ ic and office building districts, between the home of workmen and factory dis- “tricts, between both the residential districts and homes of workmen and the retail districts and in the evening between the various residential dis- tricts and the places of amusement and recreation. Radial avenues leading thus to the clvic center, adjoining which may be placed the retail district, and similar important avenues into the shipping and manufacturing districts will take care of the,main passenger and pe- destrian traffic during the day, while at night the amusement center is ordi- narily reached the same way, since it is usually found between the retail and &he residential districts. There 18 no great need for important streets between the various residential districts of a city, as the traffic be- tween them is light. Through such districts, however, a driveway or bou- levard may be run. A pleasing drive is thus afforded. which adds greatly to the attractiveness of the city. In order to afford ample facilities for traffic and at the same time to avoid unnecessary outlays streets in varying ,Wwidths should be provided. It will usually be found that streets of three hlflerem widths will suffice for practi- . “cally all purposes—that is to say, main thoroughfares, secondary thorough- fares and local streets. As a rule, it is better to err on the side of having streets too wide than too narrow.
