T0 iNCREASE CIRCULATION New Law Permits Reduction of Cash Reserve to Fifteen Per Cent and Will Reiease Upwards of Forty Mil- lions of Dollars Now Held Up. Minneanolis, Nov. 1 —Next Monday more than $40,000,000 will be released m the Northwest when the Ninth Re- dess. United States Comptroller of @urrency John S. Williams places the amount at $43,000,000, but bankers say dhis is too high. Business is expected te be given great momentum. The change is brought about by the_ fact that national banks and banks #Wiat are members of the federal re- serve system will be allowed to re- duce their legal reserve from 25 to 15 per cent. At the same time the banks will be compelled to send to the fed- eral reserve bank three-fifteenths of #he 15 per cent. At the end of eighteen months the hanks will have to ship one-fifteenth more of their reserve to the regional reserve bank and one-fifteenth every six months until six-fifteenths are in the vaults of the federal reserve bank. After three years all of the reserve must be held either in the regional re- serve bank or the banks’ own vaults. Under the federal reserve act coun- try banks will be allowed to reduce their legal reserve to 12 per cent. WOULD AID WAR REFUGE_ES Raifroads Plan to Locate Them on American Farms. Chicago, Nov. 17.—Officials of rail- rgads operating 100,000 miles of lines m the United States and Canada are eonsidering a plan to provide farms for the immigrants of Europe who will come to America at the close of the war. * The plan was suggested to dele- gates attending the convention of the Railway Development association.
