The prin- cipal railroad stations and all the sig. nal boxes and switches are guarded by troops. Rumors. of the wildest nature were in.circulation to the effect that Presi- dent Poincare, after an all-night coun- cil of war, had decided to call up 800, 000 men or the French army reserves. A strongly worded official denial of this was issued, together with assur- ances that drastic measures would be taken against those spreading such reports. Washington, July 3 .—President Wilson kept closely informed of the war sitvation in Europe through re- ports from American abrcad, but there was no change in the attitude of mere observation. Secretary Redfield indicated to the White House he had no fear that a war in Europe would have any serious effect on conditions in the United States. It is the belief of officials close to the president that although prices of foodstuffs may go up in this country general business conditions resulting from the demand for Amer- ican products abroad will offset this. Secretary Bryan said that Ambas- sador Penfield had not yet transmitted to the. department any formal an- | nouncement from the Austrian for- eign office that a state of war exists with Servia.
