Berlin, July 31.—A note dis- patched by the German govern- ment to St. Petersburg gives Russia twenty-four hours -to explain her intention with re- gard to mobilization. The note asks three questions—the ob- ject of the mobilization, whether it is directed against Austria-Hungary and whether Russia is willing to order a stoppage of the mobilization. In the meantime all prepara- tory orders for a mobilization " of the German army were is- sued. All the officers were re- called and no leave is to be granted. The railroad bat- talions have been given special orders. Preliminary instructions were sent earlier by the German war depart- ment to all officers and soldiers of the reserve to hold themselves in readi- ness to join the colors. The officers of the regular army received instruc- tions previously to hold themselves in readiness for the mobilization of their units. . It is believed the occupation was effected without any serious resist- ance from the Servians. The Servian garrison withdrew Sunday, taking with it all artillery.
