There are times when one would think it all went for that. There are days when it seems to rain state inspeotors. One man comes to look at the scales, an- other to measure the gheets at the hotel, another to test oil, another to see If there is too much dirt in the prunes. A fellow would think the entire population was -engaged Iin state inspecting. Not-all the twelve million—going on fourteen now— goes for inspectors though. Some of them collect their pay as.they go, making still another tax, mot in- cluded in the twelve million dollars —nearly fourteen. And every time an finspector collects that fee he leaves a sore spot. It isn’t his fault the law says he must. If the effici- ency commission wants to do a popu- lar thing it will recommend that the inspections he boiled down to not more than six and the mearer they can come to having one man do up the whole job in each town, the bet- ter the public will be pleased. You think the dnspectors haunt the towns—there 1s one you' overlooked, the boller inspector. That is prob- ably the muost curlous office in the state except surveyor general of logs. The boiler inspector inspects if he feels like. If It costs him five dol- lars to drive out he gets three for the inspection, he puts it off. If he happens to be passing he drops in and looks the boiler over. over. Some ‘boilers that are in his direct road to town get inspected frequently. If he feels like it, the boiler inspector files a report with the secretary of state saying how many boilers he inspect- ed and what he got for it. If he doesn’t feel like it, nobody can make him. He has his commission to go off and inspect and collect fees, and the state has no further control over him. If he doesn’t choose to inspect nobody makes him. If he inspects a boiler two or three times a year, no- body reproves him.
