Any Relaaxtion in Its Policy. ‘Washington, Dec. 13.—Direct denial from the department of justice that there has been any relaxation in the pro’secution of white slave cases was laid before the senate by Senator Kern. “No order to stop white slave prose- eution in cases not involving commer- cialism has been issued and no new regulations as to the enforcement of the act have been made since the in- cumbency of the new attorney genew- al,” said the department of justice memorandum. STRIKE MARRED BY RIOTS Three Cornered Fight Staged on St. Louis Streets. St. Louis, Dec. 13.—The most vio- lent rioting since the opening of the garment makers’ strike occurred as the result of an aitempt by the police to protect a small group of strike- breakers from a band of several hun- dred men and women strikers. - The three cornered battle took place in the heart of the business section and during its progress the air was filled with rocks, bottles, clubs and other missiles. § The trouble ended when the police arrested twenty-three of the strike leaders. Thinness of the blood, or anaemia, is common in young fol’s as well as old. E: specially is it the case with those who work inilly ventilated factories—or those who are shut up indoors in winter time with a coal stove burning up the oxygen or emitting carbonic (oxide) gas. This blood, or blood which lacks the red blood corpuscles, in anaemic people may have been caused by lack of good fresh air breathed into lungs, or by peor digestion or dyspep: pain over the heart which is not hear! Members of the Party and He May Have Been Purposely Left on Alaskan Coast. Otluwa, Ont,, Dec. 13—From frag- mentary reports from ‘Royal North- ‘west mounted police and other sources Teceived here there is a disposition to believe that Stefansson, the explorer, who has reported that he has lost his ship, the Karluk, has not been treated fairly by other members of the expe- dition. The opinion is that the Karluk has lost Stefansson rather than that Stefansson lost the Karluk. It is kaown here that there was trouble .on the Karluk on the way up the eoast to the Arctic. The authority of Stefansson as lead- er of the expedition was disputed. The chief source of quarrel was over the question of supplies. The Karluk was not provisioned as it would have been had she been on a yachting cruise, but ‘was equipped according to the views of Stefansson, who believes that when a man goes to the North he should live as the natives do and get his food with his gun. Object to Blubber Food. ' Certain members of the party did not relish blubber food and Stefans- son’s orders were disregarded, with the result that the ship was heavily provisioned with all sorts of edibles at Alaskan ports, principally Nome. It is understood that the bill will be unexpectedly heavy. The statement of Stefansson to the naval service department is that he left the ship on Sept. 20 with three men and three Eskimos to hunt. Heavy gales sprung up on Sept. 22 and on Sept. 24, when the fog lifted, the Karluk had disappeared. No one here believes that Captain Bartlett, who was in charge of the ship, would deliberately leave Stefans- son, but the course of the ship would be determined by the council and whatever the council decided the skip- per of the vessel would have to abide by. It is said that members of the coun- cil were unfrlgndly to Stefansson anq it is possible, ‘as belief in some quar ters has it, that, finding the ship driv- en off shore by the gale which sprang up, nc great effort was made to re- turn fér Stefansson. LA FOLLETTE PLANS COUP Wants Followers in Wisconsin to De- clare for' Woman Suffrage. Milwaukee, Wis., Dec. 13.—Senator Robert M. La Follette is sald to be planning a bold coup in this state in the coming campaign, the plans for which will be sprung on his followers at the conference which is to be held in Madison in a few days. It is the plan of Senator La Follette that his followers shall come out as the open advocates of woman suffrage for Wisconsin and that the woman suffrage question shall be made ene of the cardinal planks in the coming La Follette campaign in Wisconsin. In fact, it is believed Senator La Fol- lette is willing that the coming battle between the La Follette people and the McGovern following shall be waged on the woman suffrage issue. 1t is the idea of Senator La Follette that Governor McGovern will support the opposition to woman suffrage and that the question will thus become a definite dividing line between the two factions of the Republican party. WOMAN SLAYERTAKES POISON Attempts to End Life While Jury Is Waiting to Announce Verdict. ‘Wahoo, Neb., Dec. 13.—Mrs, Mag- gie Johnson, on trial for the murder of her husband at Ashland last Au- gust, prevented the returning of a verdict by swallowing carbolic acid when she' was called to the courtroom. .She is not expected to live. On the pretense of changing her clothes Mrs. Johnson delayed the start tc the courtroom and swallowed the poison. After a trial lasting three days the jury had heard the prisoner, a woman of forty-six, described as a grown per- son ‘with a child's brain. LAW IS’ CALLED ILLEGAL{ Attorneys for Plaintiff Assert Statute ls Unconstitutional Because It Is Class Legislation, Affecting Oniy a Small Percenfage of Our Population. Chicago, Dec. 12.—The suit to test the income tax law was thrown out of the United States district court here by Judge Landis, who decided that he had no jurisdiction. The medium selected for the test was a suit at law- in which Elsie De Wolfe, former actress, a citizen of New York, now resident at Versailles, France, was plaintiff and the Conti- nental and Commercial Trust and Sav- ings Bank of Chicago, defendant. ‘W. Bourke Cockran of' New York and Colin C. H. Fyffe of Chicago ap- peared for Miss De Wolfe and Levy Mayer of Chicago for the bank. Miss De Wolfe, owner of thirty 5 ver cent bonds of the Appalachian Power company, was refused payment of interest due on the bonds Dec. 1 last by the bank because she had not filed the certificate of ‘ownership which the bank claims is required by the income tax law. Her suit is for interest due and damages in the sum of $1,000. ) In the presentation of his case At- torney Cockran asserted that the law taxes only 423,000 persons out of a population of 90,000,000, which tax, he said, was. imposed on them with- out their consent by the untaxed re- mainder of the population. _Even if congress has the right to impose this tax the lawyer said that it was graded according to incomes with such gross inequalities as to vio- late the Constitution. Mr. Mayer stated' the position of the bank is that the law is constitu- tional. centended that the bonds constitute a civil contract in no wise involving federal laws and that the federal court, therefore, had no jurisdiction. @alifornia Woman Seriously Alarmed “A short time ago I contracted 4 severe cold which settled lungs and caused me a great deal of annoyance.
