'Into the coffers of these concerns pour a tremendous volume of savings, v&'hi_ch, when pool- ed in' New York, clamor for invest- ment. The resources of the insur- ance companies are vast, and they are largely invested in bank stock. Hence, whoever controls the insur- ance companies controls the banks whose stock is held by these com- panies, and this control multiplies many fold the dynamic power of each dollar of insurance reserves. It ex- plains why J. P, Morgan thought it cheap to pay $3,000,000 for 51 per cent of the $100,000 of capital stock of the Equitable Life. The other great Morgan insurance companies, the New York Life and the New York Mutual, are controlled without a dol- lar of investment by the Money Trust.. The assets of thes three compan- ies amount to nearly two billion dol- lars. The Pujo Committee found Morgan in control of banks having nearly two billions of deposits, al- most aff of which are at the dispos-| al of the financial oligrachs. This money belongs to the people, but it has been forged into the chains of slavery. engines. Sleeping Car Tax The sleeping car tax is fixed at 5 per cent of the gross earnings of the companies in the state. This affects the business after January 1, 1914, the first tax under the new law to be paid in 1915. , - The pure mattress law provides that every mattress sold after Janu- ary 1 must have a label showing the materials used in its manufacture, and whether they are new or second- hand . 3 The salary of the mayor of Minne- apolis is increased to $6,000 and of the alderman to $1,5600 in two laws effective January 1. The Bendixen 2-cent fare law was passed on the assumption that the 1907 2-cent fare law would be heald: invalid. The 1907 law, having been held valid, the new law will ‘not change rates but it has been feared that since it fixes rates on earnings instead of on valuation of the roads, it may upset the Supreme Court de- cision upholding the 1907 law. Chicago, Dec. 10.—That a gigantic nmonopoly that arbitrarily fixes the wholesale price of butter and egss, produced. by the Central Western states, operates under the guise of the ‘Chicago Butter and Egg board, is the finding of Master in Chancery A. B. Morrison in a report filed with Judge Kohlsaat in federal court here. The report alleges that within the Reaches Age Limit and Does Not Avail Himself of Privilege of Re- tiring. Washingteon, Deec. 10.—Attorney General McReynolds in his first.re- port as head of the law department of the government makes few recom- mendations for legislation. = The changes” he urges have more to do with the machinery of courts than with the fabric of the law. ‘On an anti-trust legislative pro- gram the attorney general was silent. He asked congress for no amendment to the Sherman act, the rod his de- partment uses to bring trusts to | terms, and he points out no fault in its operation. ¥ Attorney General McReynolds made it clear, however, that so long as he was head of the department he would oppose court decrees in anti-trust suits where the combination was dis- solved into parts under the control of the same stockholders. “ That plan, adopted in the Standard Ofl and’ Tobacco cases, he calls' a “fundamental defect.” N The attorney general offers a novel solution of the problem of superan- nuated federal judges. Such judges under the constitution hold office dur- ing good behavior, although they may retire at the age of seventy after ten years’ service, “I suggest,” says the Attorney gen- eral, “an act providing that when any Jjudge below the supreme court fails { to avail himself of the privilege of re- ;uflns now- granted by law that ‘the. president be required, with the advice | and consent of the senate, to appoint| another judge who shall preside over the affairs of the court and have precedence over. the olderiomei: i Mr. McReynolds suggests. that g clerks of United States courts should | Chicago Butter and Egg board is a smaller organizatién - known: as -the Elgin Butter and Egg board, which ar- bitrarily sets the prices.
