Marching by twos and fours, with bamneors afioat, the suffragists braved ¢hill winds of a raw day to storm the ‘White House office. They were soon wshered into the president's private ediice. Dr. Anna Howard Shaw, president of the association, summarized brief- Iy their appeal to the president to as- mist the movement either by sending & spécial message to the congress; by Jmcluding refereunce to suffrage inany seneral message he might deliver, or Ry using his influence to have a spe- glal committee of the house appointed % oonsider the subject. "“] want you ladies, if possible,” the president to the delegation, I can make it clear to you, to wealize just what my present position n “Whenever I walk abroad I realize thatIam not a free man; I am under arrest. 1 am so fearfully and admir- ably guarded that I have not even the privilege of walking the streets. Spokesman for Party Only. “This is, as it were, typical of my mresent transference frem being an individual with his mind on any and overy subject, to being an official of g great government, and, incidentally, the spokesan of a party. “I set myself this very strict rule when I was governor of New Jersey and have followed it as president that ¥ am not at liberty to urge upon con- gress, in messages, policies which Rave not had the organic considera- tion of those for whom I am spokes- wman. . “In other words, I have never yet mwresented to any legislature my pri- wate views on any subject, and I nev- | bladder disorders. ar shall, because I conceive that to be part of the whole process of govern- ment, that I shall be spokesman for semebody, not for myself. “It would be an impertinence. ‘When I speak for myself I am an in- dividaul; arganic Lody I am a representative.” There was a pause and Mrs. Anna Shaw spoke up. “May I ask you a question?” said she. The president nodded assent. “Since we are members of no po- Jtical party, who is to speak for us if we do not speak for ourselves?” “You do that very admirably,” re- marked the president, and the entire agsemblage joined in a laugh. CARRANZA AND VILLA AT OUTS Former Said to Be Negotiating With Huerta. Mexico City, Dec. 9.—General Vie teriano Huerta and General Venus- tiano Carranza, head of of the Consti- ttionalists, are deep in negotiations, according to well authenticated re- ports, looking toward peace. An agreement between Huerta and Q@arranza is given credence in diplo. matic circles because of well authen- dicated reports that General Carranza and General “Pancho” Villa have quarreled. The Carranzaists greatly fear the desertion of Villa. This fact and the well known desperation of the cause of Huerta are given as the reason for the peace negotiations. Huerta is at the end of his re- gources. The people are dissatisfied. Food and fuel are scarce. Those who have watched the situation carefully believe that the present week will %ring things to a head in Mexico City. People of Capital Alarmed. The capital is in a state of intense anticipation. Zapitaists were said to have entered the city quietly within the last few days and the people are fearful of trouble. Many Zapita reb. <ls are reported to have been within a dozen miles of Mexico City for more than a week. It is said they have been entering the city im bunches on passenger #rains. General Huerta has ordered the national railways not to allow any trains to enter Mexico City with any suspicious looking men in groups. Huerta’s orders concerning foreign- ers and their property is considered as highly significant in that Huerta expects trouble in the capital. He #sued a general order to the military eommanders of the federal district that in the event of fighting foreign- ers of all nationalities and their prop- erty must not be molested, but must be allowed to move about freely, leav- Ing the scene of the battle if they so| desire. when T am spokesman of an serlous complications. Thomas Daly re- ceived wounds which caused his death some hours later and Mary Nicholson, aged eighteen years, was wounded in the shoulder. She will recover. SUNDAY SCHOOL HEAD HELD! No. 7999 is a one-piece design sufta- ble for cloth, velveteen, or any of the soft clinging fabrics used for the gowns of to-day.
