Authier, for several years political writer of the Minnea- polis Tribune, has been appointed by Governor Eberhart as his secretary to succeed Ralph- Wheelock. Mr. Wheelock has been appointed to the state board of control to succeed P. M. Ringdal. The appointments are effective April 1. Must Get Together. The senate in committee of the whole yesterday voted in favor of the bill allowing ten men on a jury to return in a ecivil case if the jury has been out twelve hours. The bill had already passed the house with the provision that the jury must be out slx hours. It is probable that the senate will today pass the bill as rec- ommended in committee of the whole. The difference in the bill as-pass- ed by the two houses is so slight that there should be no trouble in get- ting together on the proposition. The verdict by ten question has been before the people of the state since about 1892 and has repeatedly been recommended by the state bar associations. = Such a law would save thousands of dollars a year in trial expenses and would materially aid the operation of the courts. It is to be hoped that the bill will be fin- ally passed at this session. The Power of Opinion. It was not so many years ago that railroad managers operated their lines on -the theory that the roads were built for the stockholders and that the public was asnuisance. The shipper and the passenger were tol- erated but reldom treated with con- sideration. Now note the change. The Firemen’s Brotherhood in the east has been threatening a strike which will tie up all of the eastern railroad lines if their demand for.an increase in wages is not met. The managers of all the railroads con- cerned have formed a committec which has been flooding the press of the country with literature giving the railroads’ side of the controversy. The firemen were to strike this week. The railroads were holding out for an arbitration committee of seven. The firemen were willing to arbi- trate under the Erdman act which would give them one man, the rail- roads one man and the two to choose the third. On Tuesday the railroad managers agreed to arbitrate under the Erd- man act. The managers wrote to Martin' A. Knapp, presiding judge of the United States commerce court in part, as follows: “The managers feel that the pub- lic will not tolerate a strike.” This certainly makes plain . the fact that the attitude of the railroads toward the public has materially changed. Publi¢ opinion is steadily growing in power. Duluth and Bemidji. Duluth, through its Commercial club, has started a campaign on home “boosting” by placing adver- tisements in. about forty papers of Northern Minnesota and Wisconsin, This policy was adopted as the:best way in which to bring the natural ad- vantages of Duluth before the people in what Duluth considers her terri- tory.
