Beltrami county outside of the city will also be there with flying colors. The quality of its dele- gation will also be up to the stand- ard. Duluth votes next Tuesday on the Commission for m of government. The voice of this city, it’s newspapers, have been enthusiastic over it’s adoption. In a recent edition of the Duluth Herald appeared three con- cise reasons why the old form of gov- ernment failed. “Municipal government in this country has been the foulest blot on free government. That’s why so many cities, like Duluth, are turn- ing to the commission plan. And there hasn’t been a municipal scan- dal in a commission-governed city yet, though more than 200 cities are so gaverned. “Why did the old form of govern- ment fail so conspicuously “First, because it was partisan gov- ernment uninspired by high prineci- ples. This was inevitable because, however, high party principles and purposes in the nation, they had no bearing whatever on municipal af- fairs, “Second, because the powers of government were scattered among so many petty officials that it was quite impossible for the people to watch and control them all. “Third, because these powers were subdivided into fragments so small that no single part really was worth watching. “The commission plan, which Du- luth has a chance to adopt by voting for the new charter Dec. 3, corrects all these defects.” When Doves Disagree. “What's the latest among suffra- gists?” ‘Mrs. Wallaby called Mrs. Wombat # deliberate and unqualified fibber.” ‘Dear me, have women come to that?
