Peking, Nov. 3.—The government’s plans: for bringing about peace are moving forward rapidly, with the throne and the national assembly working together. The throne ordered Yuan Shi Kai, the new premier, to re- turn to Peking and simultaneously the national assembly, in its official capac- ity, telegraphed General Li Yuen Heng, the leader of the revolutionists, requesting him to suspend hostilities pending the result of the endeavor to settle the differences of all parties. Prince Ching, the old premier, who is the only high Manchu official left in the capital, has agreed to memorial- ize the throne with the following sug- gestions: That all laws opposed to constitu- tional methods be. annulled immedi- ately; that the election of members of parliament be undertaken without delay; that in order to avert an open| rupture with the Manchu royalty a plan be drawn up to provide for the support, of the Manchu bannerman and pensioners' and that a formal procla- mation be issued announcing that mili- tary force will not be used against the revolutionists. The drafting of a constitution is likely to prove a matter of difficulty because of the difference of opinion regarding the type of government to be adopted. The national ‘assembly is practically agreed upon a constitu- tion based upon that of Great Britain, but the Southern provinces, which must be conciliated, are still firm in their desire for a more republican form of umion. MEETS THE REBEL LEADER Premier Yuan Shi Kai Confers With General Li. Shanghal, Nov. 3.—Yuan Shi Kai is reported in conference with General Li, the rebel leader, at Wuchang. The rebels are suspicious of him since he accepted office under a ‘Manchu ruler, but it is believed Li, & man of much enlightenment, will at- tend to his personal safety. No confirmation has been received of the recapture of Hankow by the imperialists, with a massacre of the population. 2 Chinese Fire on Jap Vessel. Shanghai, Nov. 3.—A report reached here that the Chinese rebel batteries -at Shunyang have fired on a Japanese steamer.
