ARMISTICE MAY BE EXTENDED Five Days Not Long Enough for Peace Negotiations. \TELEGRAPH WIRES DOWN Envoys Must Be Named by Mexican Government and urrectos to Dis- cuss Terms of Settlement and This Will Necessitate Some Delay—Gen- eral Madero Sends Outline of His | Demands to Diaz Government. | | El Paso, Tex., April 25—It is learned that if there should be need of a longer period than five days in which to conclude peace the armistice signed between General Navarro of the federal forces and General Madero | will be extended from next Friday, :when the five days agreed on expire. | Negotiations for peace have gone | just far enough to put each side in | possession of the outlines of the oth- | {ers’ demands. General Madero has | glmown and sacredly guarded for two | | weeks information as to what the gov- ernment will grant. He telegraphed | | Mexico City the nature of his own hasic demands. Following this a long | | telegram was received from the Mexi- | can capital, but no indication of its contents leaked out. | Most of the telegraph lines in Mex- | ico are out of commission and nego- tiations by wire are too slow and | tedious, especially where hundreds of | words of code must be used. For this reason both parties wish to appoint envoys with full power to' act. They do not assert complete inde- pendence of Madero, but declare them- selves opposed to the self-styled pro- visional president, whose sole purpose, according to Ballnas, is to aggrandize himself. While they are fighting for nothing less than the establishment of a so- cialist commonwealth in Lower Cali- fornia they might accept the suzer- ainty of Mexico as a condition of peace, provided all the rich conces- sions and land grant areas, now held mostly by Americans, are confiscated Citizenship must be a condition prece- dent to landholding and no man shall be allowed to possess more than 160 acres.
