Albany, N. Y., Jan. 3.—John Arden Dix, Democrat, was formally inau- gurated governor of New York state. He succeeds Governor Horace White, who became chief executive last Octo- ber when Governor Charles E. Hughes resigned to become an associated jus- tice of the United States supreme court. Surrounded by a brilliant gathering in the great assembly chamber, which had been appropriately decorated for the occasion, Governor White relin- quished the office of chief magistrate to Governor Dix, the first Democratic governor to assume the office in eight- een years. The governor then deliv- ered his inaugural address after the oath of office had been publicly ad ministered by Edward lLazansky, sec- retary of state. Jan. 3.—The seventy- ninth general assembly of Ohio opened with the Democrats, for the first time in two decades, in control of both branches, and Judson Harmon, a Dem- ocrat, in the gubernatorial chair, hav- ing been re-elected at the November election. Unusual interest is shown in the proceedings of the legislature because a successor will be elected to succeed United States Senator Charles Dick, a Republican, and because of the- fact that (fovernor Harmon is believed to be in training for the presidential nomination. Des Moines, Jan. 3.—Reductions varying from 6 to 16 per cent in ex- board of railroad commissioners in the case instituted by George Wrightman, secretary of the Iowa Manufacturers’ association, against the express com- panies operating in Iowa, which he al- leged were collecting excessive charges. The commission has granted a re duction in the merchandise rate of 100 pounds of an average of 6 per cent. Some reductions are as high as 16 per cent. The rate on small packages un- der 100 pounds is reduced from 5 to 10 per cent, thus giving a total reduc- tion on over 50,000 express rates in Towa. This is taken as a material re- duction when it is considered that in 1908 the commission reduced the mer- chandise express rates practically 18 per cent.
