ASKS MILLIONS FOR WATERWAYS Recommendation Made That Uncle Sam Appropriate That Sum Annu- ally for Improvement Work—Taft’s Views Are Commended and an In- vierease in the Corps of Engineers Declared Necessary. Washington, Dec. 10.—With the adoption of resolutions clearly outlin- ing its attitude on the improvement of waterways and the re-election of Representative Joseph E. Ransdell of Louisiana as president and Captain' J. E. Ellison as seerefary freasurer, the National Rivers and Harbors congress brought to a close its seventh anpual congress, which has been character- ized from start to finish by eomplete harmony. ; o 4 The resolutions endorse the attitude of President Taft and urge the anmnual appropriation of $50,600.000 by con- gress for the improvement of water: ‘ways to be paid out of current reve- nues wherz possible, otherwise by the issuance anrd sale of bonds. It 'is declared, however, that the, gongress favors such bond issues only for permanent improvements and that fhe amount of any issue shall be lim- ited to the requirez’i:ieq:ta':) issue.
