SUBSCRIPTION---$5.00 PER ANNUM GRITICISM OF OPEN SHOP POLICY OF GOVERNMENT PRINT- ING OFFICE TAKEN UP BY FEDERATION OF LABOR. Minneapolis, Nov. ~.—Discussion and perhaps denunclation is in store for the “open shop” policy of the gov- ernment printing office on the floor of the present convention of the Amer- Ican Federation of Labor now in ses- sion in Minneapolis. A resolution has been introduced under special order by Delegate Glocking, in behalf of the International Typographical union, the International Printing Pressmen’s uni- on, the Assistants’ union and the In- ternational Brotherhood of Bookbind- ers. It recites an order by Public Printer Charles A. Stillings directing the foremen and chiefs of departments in the government printing office to prepare lists of employes whose serv- ices can be dispensed with, basing their findings on the efficiency, charac- ter, deportment, health and cleanli- ness, attendance, length of service, future desirability and special defects of the men in question. This order, the resolution avers, tends to humili- ate the employes of the office and “will bring dissatisfaction, discord and dis- organization among them, results prej- udicial to the best interests and ef- ficlency of the government printing office.” It also, so says the resolu- ard and independence of an American cltize: themselves by aiding in such methods be .offered every protection possible Back of this resolution is a suspi- cion on the part of trades unionists the “open shop”’ policy announced by President Roosevelt in the Miller case when this resolution is taken up. OFFICIAL DENIAL MADE. No Relief Money Stolen or Diverted at San Francisco. San Francisco, Nov. { .—Owing to the fact that wide publicity has been given to charges that $1,000,000 of the relief fund contributed to San Fran- cisco has been diverted or stolen and owing to the further fact that those who have sent money to San Francis- co are entitled to a correct statement of eonditions the California promotion committee has sent out the following statement: More than $6,000,000 contributed to San Francisco came in small sums, ranging from 10 cents up to thousands of dollars. These sums came by mail and express, in all forms, from post- age stamps and currency to momey orders and bank drafts. Of the en- tire amount sent but two sums went tray. One, a package of currency tontaining $1,085.50 from Searchlight, Nev., sent through the Bank and Trust _| company of Los Angeles by express, and the other package of $200 sent by mail from Baltimore. ANGLO-FRENCH AGREEMENT. Britons to Aid France in Event of War With Germany. - press. many. The paper adds: naval convention between France and Great Britain exists by which Great Britain, in. reply to" the first shot fired by Germany against France on land, will attack the German ports.” . The Assoclated Press is enabled to state that the reports of a naval con- vention between France and Great Britaln are as untrue as the recent re- ports of a military convention between the two powers. Nevertheless it is true that the relations between France and Great Britain reached a stage dur- ing the past year where formal con- ventions were not deemed to be nec- essary. Great Britain's aid was as- sured during the Moroccan crisis and the understanding between the.two governments 1s now of such a char- acter that support in case of eventual- ities could be quickly arranged.
