The action of the officers of the state drainage league in wasting time and money in Washington when they are badly needed in the home field is being so roundiy condemned that everyone is hastening to clear his skirts of having contributed to the lobby fund. The inference in a recent editorial that the fund was con- tributed by the twin cities is ob- jected to in Minneapolis. “Whatever question of pro- priety there may bein theac- tions of the officers of the league, they received no assistance from the commercial club,” said Wal- lace G. Nye of the public affairs committee today. “A request for funds was made to the club through our committee and was refused. [t istrue as the papers of the northern part of the state say, that the business interests of the twin cities are interested in the drainage of the vast areas of northern lands that are now useless. We did not, however, approve the purpose of the fund. So far as I know Minneapolis in- terests refused to respond, very freely to the requests, and are in no way interested in the Wash- ington lobby.” The Minneapolis Journal says that “‘the attack on the city in- terests that are said to be keep- ing the officers of league in Washington are coming thick and fast.” The Journal denies that business interests in the cities contributed to tke fund. The a-nual meeting of the executive committee of the North- ern Minnesota Firemen’s Tourna- ment association was held at Grand Rapids last evening, and was one of the most successful and harmonious meetings in the history of the association. C. E. Leeman, of Cass Lake, presided, and there were present Secre- tary Rutledge, Treasurer Win- ship, of Park Rapids, and rep- resentatives of fire departments as follows: Past President Rid. del, H. D. Powers and M. Mec- Alpine, of Grand Rapids; Dr. Gilbert and H.J. Broeker, of Cass Lake; P. D. Winship and! K. Wright, of Park Rapids; Earl | Geil, of Bemidji; P. Twohy and A. G. Haschey, of Deer River; Peter Cosgrove, Sparta; G. W. Mulligan and M, Eveleth; A, E. Bickford, Virginia, '|Ely elected delegates, but they were unable to reach the meet- ing. . Deer River and Bemidjiare new applicants for membership. Bemidji withdrew from the as- sociation, two years ago, and surrendered a banner which had been awarded to this department, at Park Rapids. The local fire laddies have a banner which they won at two successive tourna- ments, and which is their property. The applications of Bemidj. and Deer River were: accepted and they were admitted to membership. The minutes of the last tournament were read and adopted; with the exception that a change is made in the by- laws, whereby, at tournaments, hereafter, no department will have more than one vote in ‘' the executive commitiee meetings, unless represented by a running team. At the suggestion of the Cass Lake delegates, it was de- cided to hold the next tourna- ment on June 20, 21, 22, 23 and 24, 1906, at Cass Lake, that place having secured "the tournament last August. The treasurer was authorized to purchase necessary books. The president and secre- tary of the State Firemen’s as- |sociations were elected honorary ‘members of the tournament as- sociation. ELECTION. !The facts in Regardto the Pro- posed Election and Sale of City Bonds. Inthe last issue of the “Be- I midji Enterprise (?) the people of Bemidji are told under scare head-lines, thatit is useless to vote on the bond proposition on Ithe 20th inst., that the bonds {would be ne good, even if the proposition carried, for the rea- son that the election is called un- 1der the wrong law, etc. If that were true, then the men who inflicted the so-called charter on the people of Bemidji, and who are now aiding and abetting the importation from Blackduck, and not the City Administration is to blame. The city charter contains this provision (page 70);- ‘“Bonds, certificates and other eyidences of indebtedsess of the eity authorized by this section (sec. 9 chap. 6)shallin no event bear a greater rate of interest than six per cent per annum, and if they run more than five years shall not bear a greater rate of interest than five per cent annum and shall 1n no event be sold for less than the par value thereof and shall be sold in accordance with the provisions of Chapter 355 of the laws of the State of Minnesota for the year 1897, Secs. 1 & 2and acts amenda- tory thereof.” Let us see what are the provisions for the sale of bonds in that chapter. ‘“Any | city council or other body of any such city having charge or con- trol of the issuance or sale of any such tonds shall teforea sale thereof advertise for bids therefor, in such manner as such city council or other : body may determine, and shall such bonds by popular subscription ‘and the 5 WANIS ONE CENT A WORD.
