EVER since DeLesseps at- tempted to dig a ditch across the isthmus and spent millions of money besides making a general cemetery of his work ground no one seems to be able to accomp- lish anything there without get- ting the worst of it. President Roosevelt is acknowledged to be brave to the extreme and willing to tackle any problem for the public welfare, but he has been obliged to make change in the directing personel, enlist- ing men of the highest character and brightest record and still the atmosphere of scandal and mismanagement clings to the undertaking. In spite ofall these men can do, discouraging re- ports come from every quarter. Many are the tales which say, ‘“we have undone those things which we ought to have done and done those things which we ought not to have done and there is no health in us.” Just now the Senate is holding an investigation and trying to find out about the sanitary and labor conditions. They will probably require all of the ses- sion to form a report and, as usual, suggest no feasible im- provements. People cannot sit around in Washington and decide how to manage a condition of of which they can know al- most nothing without personal experience, If Congress would keep its hands off and not ham per every little movement or ex- penditure by a request for a de- tailed report, things would pro- gress faster and in better shape. As it stands now, the men in charge can scarcely here a cheap laborer without getting consent of Congress. Is it any wonder that it is diffi- cult to get experienced men to take charge of this work and cannot the Hoedoo be properly laid at the door of Congress? Japan’s Diplomatic Rise. JAPAN is now to have an Auwerican ambassador and Gov- ernor Wright of the Philippines was appointed yesterday. This places Japan on a diplomatic par with England, France, Germany and Russia so far as the United States government is concerned. It may be possible that if Japan goes ahead and thrashes a few more countries, she will reach the highest pinnacle of diploma- tic relations with all the nations. Isle of Pines Treaty. The Senate committee on for- eign relations is now considering an important amendment to the Isle of Pines treaty which will of course necessitate the submis- sion of the treaty to Cuba agiin. When they saw Cuba looming up as the parent country, they be- came frightened and asked Sec- retary Root for an opinion. Quite a little controversy followed with the result that it is now admit- ted that the United States has no | more sovereignty over thatisland than it has over Cuba. There is no place in Cuba where American capital and population is relatively so strong as in the Isle of Pines. The set- tlers are aggressive and progres- sive. They have money and un- derstand what a representative government means, yet they are fearful chat their interests will not be protected by the Cubans. The senate committee will now attempt to correct these con- ditions but it 1s up against a curious problem. No one wants to force the Americans there to renounce their allegiance to this country yetit is difficult to see how Cuba can give any special right of self government to aliens. The committee will attempt to frame an amendment such that Cuba will pledge itself to devise some sort of local government for the Isle of Pines which will protect the Americans, there in the matter of taxation and general local government. Hasty Courting Deplored. A Buffalo, N. Y. minister re- cently asserted that six weeks or even six wonths of courtship is not enough and that to insure happiness, a courtship should cover four or five years. He ad- vises the girls that rather than marry a dude, they should set their ; affections on cats and poodle dogs and let marriage alone. It is evident that this preacher is not a believer in the school to abolish race suicide for a five years courtship would prohibit any man or woman from seeking warital relations. Think of the| damper which would be placed on youthful love if every time they mentioned their yearnings and longings for each other they would have to add the thought, wait five 'years. 'How many luvers would die off in five years and, pending the waiting period, leave no insurance? How many happy marriages there have been whicn resulted from love at first sight and how many disap- | pointing ones result from the fact that they have courted each! other so long that marriage must consequently result. Anincrease of cranky old maids and grouchy bachelors would be the outcome. Any man or woman who could not tell within six months, whether each would suit the| other or not, deserves to be worsted in the game, The natu- ral make up of the human race! intended the joining of the op-! posite sexes and man’s or woman’s life is not complete without the constant advice and fellowship of the other. Which- ever one is afraid of being duped by the other, needs all he or she gets in the way of discipline. In Lighter Vein.
