SUBSCRIPTION $5 PER YEAR “Knocking.” “I UNDERSTAND” says Presi- dent Bernard of the state drain- age league, “that two or three papers in the northern part of the state are doing a little knock- ing. This perhaps, is not so much against the cause as against myself and Secretary Hays.” The two or three papers to which Mr. Bernard refers are in reality about every newspaper in morthern Minnesota. Bernard is correct in assuming that there is ro knocking by these papers against the cause of drainage, neither is there any knocking against President Bernard or Secretary Hays. But the policy of these gentle- men in attempting to raise money for the purpose of maintaining a drainage lobby at Washington is roundly condemned by the press of northern Minnesota. The state drainage league was not organized for that purpose and its officers have never been authorized by the league to spread the gospel of a drainage lobby at Washington. The trouble with President Bernard and Secretary Hays is that they are trying to use the drainage league for purposes of their own, instead of attempting to further the cause of state drainage, for which purpose the league was organized.
