GARRISON WIPED OUT ONE HUNDRED RUSSIAN TROOPS KILLED AND MUTILATED AT TUKUM, COURLAND. REINFORCEMENTS AVENGE THE DEED BOLDIERS SHELL TOWN AND HUN DREDS OF PEASANTS ARE DEAD OR WOUNDED. Tukum, Province of Courland, Rus- sla, Dec. 17, via Stettin, Prussia, Dec. 20.—A special staff correspondent of the Associated Press, who has just: efrived here, learns that mobs of Lith- uanians and Esthonians yesterday at- tacked 100 Cossacks and dragoons, the only military force stationed in Tu kum. The mobs, after wild fighting killed the soldiers to the last man, cut off their arms and legs and ripped up’ their bodies. The streets were strewn with bodies and dismembered parts. Six hundred troops arrived here t! morning with three guns, shelled the; place and charged the mobs of peas: ants, who surrendered or were dis- Jersed, ! Order has now been re-established and the soldiers are burying the bod- les of the slain and caring for the ‘wounded. In all 340 soldiers and peasants were Kkilled and many were. wounded. Most of the remaining population have fled to Riga, which now is the safest town in this part of Russia. NEEDED AT THE CAPITAL. Reinforcements Not Available for the Baltic Provinces. Bt. Petersburg, Dec. 20.—Despite the statement that two army corps are be- iug sent to the Baltic provinces it is learned that no such number of troops is avallable. The government has sent two regiments from St. Peters- burg ir reply to the frantic appeals for reinforcements, but it is considered too dangerous to deplete the garrison of the capital any further during the present crisis and the government can only await the ar 1 of the Cossacks end other troops which are being hur- ! ried forward by General Linevitch from Manchuria. In the meantime the government's fear is that the rebel- lion, which is extending southward to the l'olish frontier, may arouse the Poles to an armed uprising. teliable details regarding the estab. lishment of the so-called republic of Kharkoff have at last arrived. The workmen's socialistic organizations, Jjoined by 300 troops, took possession of the city and with the aid of militia armed with pikes, revolvers and axes established a government or “feder- ated council,” as the executive com- mittee was called. This council issued decrees which the authorities were perfectly powerless to resis The council turned off the electricity from the houses on the ground that it only benefitted the rich, while allowing it to burn in the streets, where it bene- fitted the people, and declared war on the thieves who have previously been terrorizing the city. MANY MUSSULMANS KILLED. Houses Fired and Inmates Not Per- mitted to Escape. Constantinople, Dec. 20.—The latest dispatch received from Titlis, Cau- casia, says that 300 houses in the Mus- sulman quarter were set on fire by | armed Armenians who preven‘ed their inmates from leaving and fired on the Liremen who attempted to extinguish the flames. The total number of Mus- sulmaus killed 1s not yvet ascertained, | but fifty-seven Turkish subjects ave | known to have perished. The fighting ! was continuing Dec. 17, when ne tele- | gram was forwarded, and the Turkish | consulate was overcrowded with refu- gees, A telegram of the same dzte from , Batoum, Caucasia, reports a continu- . ance of the disorders there. Great ! fears of a massacre prevailed in the Mussulman community. i The government transport Ismir has l j left Constantinople for Batoum to take off the Turks.
