Lincoln, Neb., Sept. 13.—Pat Crowe, the noted outlaw who has been want- ed for several years on a charge of kidnappiag the little son of Edward Cudahy In Omaha, was in Lincoln furing the day and talked for half an nour with Richard Metcalfe, associate editor of Willlam J. Bryan’s Com- moner. Crowe was in Lincoln but a short time and then, as is his custom, he disappeared just before the police ‘heard ol his presence here. Lima, O., Sept. 13 —After months of waiting and almost total stagnation in the Central Western oil fields the first change in crude prices since May 27 is announced by the Standard Oil company, the advance being 2 cents for Ohio and Indiana and 3 cents per barrel for Eastern oils. THE village council has set Tuesday, September 26 as a day for the people of Bemidji to vote upon the question whether they will incorporate asa city and adopt a charter for the govern- ment of such city. The charter proposed has been prepared by the charter commission. It is modeled, it is understood, somewhat along the lines of the charter submitted last spring, Important changes, however, have been made. A complete synopsis of the proposed charter will be published in a few days giving in outline every provision of the charter and eyery feature of the proposed city organization. That Bemidji stands in need of organization as a city is a matter of no dispute, Whether the pro- posed charter is the best that can be adopted is a proper sub- ject for discussion. The time is short before the election and as soon as the syncpsis of the chart- er is published it should receive the earnest cousideration of the people of the city. This is Different. YESTERDAY evening’s issue of the Crookston Times contained on its local page four leading ar- ticles. Three of these were ac- counts of murders, two of which occured in Polk county. Had these murders occurred in Bel- | trami county, there would have been heralded over the state warnings of the dreadful condi- tion of a county which permitted such things to come to pass, and we should have heard once more what a dreadfully bad place Be- midjiis. Yet no one thinks of claiming that Polk county isan unsafe place to live or that | Crookston is a city worse than other cities of the northwest. Within the past eighteen months more murders have been commit- ted in Polk county than in Bel- trami. Were there less a num- ber, Polk county would be more to be blamed for itis better or- ganized and more thickly peo- pled, while Beltrami county is but thinly settled in comparison and the hand of the law in many of, its settlements seems far away. H., W. BALEY, Recorder. Independence. Kan., Sept. 13.—The price of all Western oils under 32 gravity was advanced during the day from 1 to 5 cents a barrel. This is the first advance in the price of oil in this district since December, 1903, when §$1.38. was the highest price reached, The price now ranges from 50 cents for 32 gravity to 30 cents for fuel ‘oil. * Hopes for Its Ratification. London, Sept. 13.—The British for- eign office has not taken any further action regarding the Anglo-Cuban to ratify it, but it is understood that the treaty will be resubmitted to the senate at its next session, when it is hoped here that it will be ratified. Massachusetts Double Tragedy. ! Cambridge, Mass., Sept. 13.—John i Reeves of this city murdered his wife iat their home here and then commit- ited suicide.
