THE state ~commissioner of 3 |labor reports that there has been an increase of nearly 150per cent M\ |in the child labor ‘of the state N | during the school year 0£1904-05. - | The figures are very unreliable. 3 |however in asmuchastherecords \ |are being made more perfect every year and it isquite possible .that a large percentage of the cases of child labor were not reported at all during previous years. Minnesota has made a good record as compared with the other states of the Urion but it is nevertheless a fact that notwithstanding the fact that we labor with a bureau well organiz- ed to repress the eyil, the de- mands of modern business condi- tions are such that ways are con- stantly found to violate and to escape the regulatiofis against child labor. The problem is a most serious one. No matter how vigorously we subscribe to the agitation against child labor we are very apt to make use of it the moment we discover we can save a little money thereby. The child labor laws cannot be too carefully adjusted to industrial conditions mnor too rigidly en- forced. 2 Keeping Everlastingly at It. WuaT persistence will do in €| good cause is illustrated in the tremendous ‘momentum which the irrigation movement has at- tained. Irrigation of the arid lands of the west has practically became an accepted national policy. President Roosevelt this week sent a message to the thirteenth annual meeting of the national irrigation congress in which he declares that ‘‘the re- clamation (irrigation) act is the most powerful of al] the foes of the land wmonopoly.” The con- gress was attended by prominent men from all parts of the coun. try and the irrigation movement attains wider scope and greater force. The same thing that has been accomplished in the way of irri- gation can be accomplished in the way of drainage, and drain- age is every whit as badly needed as irrigation. A drainage re- clamation act will give us back just as many acres of good land as will the irrigation reclamation act.
