Minnesota’s population is close to the two million mark the growth during the ptst five years being a little better than eleven per cent. The growth is now what we should like to have seen it, but it is substantial. Two things may be said to have hindered the growth of Minnesota during these five years. First, the Cana-| dian land boom and the systema- tic advertising done for Canadian lands with the utter lack of any systematic attempt to advertise Minnesota. Second, the failure of the state toreclaim its swamp lands. True, the state has dug some ditches during the past tiye years, but they have been com- paratively few in number while hundreds of thousands of acres of state land valuable for agricul- tural purposes lies today a quak- ing muskeg. Here are two very big lessons that the state of Minnesota has \ |set before it. May it learn them speedily. What Is M. Witte? M. Witte, the Russian repre- sentatiye to the Russo-Jap peace conference, says that he regards himself more in the nature of an imperial courier from the Czar to ascertain Japan’s peace terms than in the light of plenipotenti- ary with plenary powers. M. Witte will have to régard himself as something very differ- ent from an imperial courier, and will have to show pretty sub- stantial authority for his opinion of his powers, before he will en. ter into any negotiations what- ever with Japan, Japan has un- \ | doubtedly definitely decided what M the terms shall be, and it is sim- IQ\ . The statement of M. Witte that he considers himself more in the \W/ |nature of an imperial courier sounds much like the beginning of that diplomacy which has Russia distrusted by the nations of the world. TaE Czar announces that he will not conclude a shameful peace. If he will but wait a little longer he will not conclude any peace at all. There will be none of him left to conclude any. THEY are asking for a depart- ment of health' at Washington and yet they havn’t got time to investigate the departments we have there now. THE Zionist congress in Swit- zerland decides not to colonize in Africa. Prehaps they heard about the failure of the Zion colony at Blackduck. Low Rates to Grand Forks.
