Chicago, July 27.—“There can be no great reform in the affairs of Amer- | ican municipalities until the political boss and the labor boss cease to be dictators. They are the greatest curse the United States has to contend with.” This is the keynote of James Dal- rymple’s famous letter in which he re- perted to M Dunne his sugges- tions on the on of municipaliza- tion of Ch et railways. The much discu i epistle of the Scotch traction expert to the mayor of Chi- cago has never heen made public. Nevertheless, it has brought criticism upon the Glasgow man because of the ression that he had backed down and for municipal ownership. Dalrymple’s report abounds in epi- grams that are terse and -cuiting. Those who have been favored with a peep at the document describe it as striking, caustic and containing many features that come as a surprise from a man who passed so brief a period amid the conditions he attacks. No such reform as the proposed mu- nicipal traction system can be suc- cessfully brought about where Ameri- can labor union principles find sup- port, he declares, adding that the {same is true of American political | methods. The first reform the Scot advises is the elimination of the two great political parties in so far as mu- nicipal elections are concerned, hold- ing that so long as the party hoss dic- tates nominations and a partisan spirit maintains improved conditions are impossible.
