The marvelous development of our postal system has been one of the amazing features of the history of this country for the past one hundred and twenty- five years, ard there is no depart- ment of the postal system which has worked such astonishing changes or made such tremend: ous strides in popular favor as the rural delivery system. Though the rural delivery sys- tem has been in operation but a few years there are about 1200 routes in operation in Minnesota. A striking feature of the growth of the rural delivery system is the fact that it has resulted in the estgblishment of county sys- tems where mail is delivered free to every resident of the county. There are three counties in Minnesota where the county system is now in operation and the postoffice department is planning to install-the system in three additional counties in the state this year. Such a system is possible, of course, only in thickly settled counties, but it appears to be certain that before many years there will bea free delivery ef mail to practically every person in the state. Such a sweeping extzansion of the public mail service cannot fail to work a revolution in busi- ness conditions and in the econo- mic.and industriallife of the peo- % | ple while it is highly probable that it will also accomplish %+ | marked changes in political con- ditions GOVERNOR JOHN A.
