Tais thing of economy in pub- lic expenditures is a wonderfully elastic thing. Take the city printing for in- stance. When the work was vot- ed to the Pioneer about two weeks ago at $150 a year Record- er Bailey violently protested on the ground that if bids were to be advertised for it was very probable that a lower bid could be received and the city could save $25 or $30. He maintained that the interests of the city re- quired that the city let the print- ing where it could get it the cheapest. Notwithstanding Mr. Bailey’s protest the contract was let to the Pioneer for $150—about one third what the city printing cost last year. However, the Pioneer has seen nothing of. the printing as yet. Mr. Bailey is steadily turning it oyer to the News and the city is paying for it at full legal rates. Queer economy, isn’t it? Economy with Mr. Bailey ap- pears to be worth while only when his friends cannot get both feet in the public crib.
