HERE and there on the streets of Bemidji is occasionally heard the opinion that probably the commission appointed to investi- gate the charges of the public examiner against Beltrami county -officials will not be too curious in making its investiga- tion, that perhaps enough good has already been done by the bare report and that there is really no need of carrying the matter much further. The Pioneer would be loatii to believe that the members of the commission were thus minded. Such a course would bea grave injustice to the people of Bel- trami county, and if we may be- lieve their protestations of inno- cence, to the accused officials themselves. The investigation must be a thorough, a searching one. If there is any suspicion that the commission has witheld itself from probing as deeply as it might the people of this county will not be satisfied. The charges are serious, and the accused and criticised officials should be either cleared of the fault laid at their door or convicted—and in either case so clearly and unequi- vocally that there can be no room for dispute as to the ver- dict. The accusations have been made, and it matters not what may have been the purpose be- hind the making of them, they must be unequivocally disposed of. Slippery Sam. THOUGH itis rather cruel to jump on a man when he is down, the Duluth News Tribune couldn’t resist paying a parting tribute to Slippery Sam Johnson, the late bank examiner who is now wallowing in official offal he had seraped together to besmirch the character of others. The ar- ticle follows: Remember the placard in the Colorado church—¢Don’t shoot the organist; he is doing the best hecan.” ° Don’t be too seyere with Sam Johnson; he was doing the best he could. He had the affairs of a rather important office to attend to—-that of public examiner—but his masters commanded him to analyze minutely those of an- other with a view of finding some campaign material. That task kept him so busy that he was unable to attend to his own official duties. But he did the best he could under the circumstances and due allowance should be made for the strain up- on his mind occasioned by his ex- tra work. According to the report of the public accounts committee of the legislature, he forgot that it is morally and legally wrong for the public examiner to ride on passes and at the same time chargea good healthy mileage. He was so busy that he could not even find time to make his mileage accounts square with the railway tarifis. Ifa publc official interprets the law to mean that he is entitled to both mile- age and expenses by the grace of the state and passes by courtesy of the railroads, he should at least take the pains to make his charges for transportation jibe with the schedule. WORK 15 AT AN ENC THIRTY-FOURTH SESSION OF THE | | LEGISLATURE FINISHES ITS 5 LAWMAKING. OMNIBUS APPROPRIATION BILL IS FINALLY PASSED BY BOTH HOUSES. St. Paul, April 18.—The thirty- fourth legislature came to a tumultous close as a lawmaking body shortly after 11 o'clock Monday night, with the air full of everything the mem- bers could lay their hands on. The staid and dignifled senate frisked and gamboled a little, tossing a few bill files here and there with feminine awkwardness. The house went the liit and two members thereof will take home scars to show to their com- stituents. The house agreed to the terms of its conference committee on the omni- bus appropriation bill and saved the state the expense of an extra session of the legislature, which it is estimat- ed would have cost $100,000. The conference committee reached a compromise by which the state uni- versity’s appropriation for a new main building was restored to its original figures, less $50.000. This was the item over which the two houses began the quarrel that threatened at one time to end in a failure to agree on an appropriation bill. 'The conference also restored the $50,000 appropriation to the state ag- ricultural college and $25,000 for the St. Cloud normal school, but also ob- tained certain concessions from these institutions. As finally passed by both houses the bill carries $66,000 more than when it was reported by the committee to the two houses on Friday. The senate passed the bill. After a hot debate, the house last- night passed the Thompson bill, per- the publication of annual statements of Minnesota insurance companies in newspapers in the coun- ties in which they are organized. A black eve was given the house committee on public accounts and ex- penditures Monday, when the house tabled a motion to adopt the commit- tee report censuring former Public Examiner Johnson. There will be no illuminating ofl legislation at this session of the legis- lature. The committee which has had the investigation of Minnesota’s oil supply under consideration says it is not needed. Tt also holds that the gravity test for all illuminating oils is not needed. By a decisive vote, 34 ayes to 52 nays, the house refused to reverse it- self on its memorial to congress pe- titloning for the opening of the Chip- pewa forest reserve. A bill authorizing a tax levy of 15-10 mills for 1906. and 12-10 for 1907 was passed. The tax laid two years ago was one mill straight. The house will meet at 10 o'clock ‘Tuesday morning and the senate at 11. MAKES A CLEAN RECORD. 8enate Winds Up Business in Good Shape. The senate made a record in clean- ing up the calendar, as it left scarce- 1y more than twenty-five bills on the calendar and general orders undis- posed of. - Representative Mannix’s bill design- ed to put the so-called salary loan sharks out of business was passed by a unanimous vote. Senator Calhoun’s bill to confirm the acts of the state auditor in mak- ing settlement for timber, taken from certain state land, was defeated in the senate Monday after creating quite a stir. The vote on the bill was 21 ayes and 25 nays. Senator Hawkins got the amended reciprocal demurrage bill through the senate by a neat flanking movement. The roll call was practically unani- mous for the passage of the bill. Sena- tor Titzpatrick casting the only nega- tive vote. The amended bill is a mere shadow of the Nolan reciprocal demurrage bill, possessing few, if any, of its pro- visions. ‘Representative “J. R. Hickey’s bill regulating the granting of licenses for the sale of spiritous and vinous lignors, passed the senate by 43 ayes to 6 nays. Senator Peterson's bill proposing a convention to revise the constitution of the state was put to sleep in the sepate. The vote was 19 in favor of snd 20 against the bill. Senator Tarker's primary election Lill as amended, passed the senate by @ vote of 34 to 17. Under the bill, the delegates to county conventions are elected at regularly held primaries, the first Tuesday in June. Representative H. B.
