A good editorial goes straight to the root of the matter; it sums up in a few words profound t 'uths and sounds in no uncer- tain tones their teachings. A striking example is the following entitled “The Terror’” from the Minneapolis Tribune, which be- cause of its virility and its direct application to certain problems ‘| which eonfront this cbuntl'y, we quote in full: The duel between the Rus- sian people is eternal. It never stops or rests; it only changes ‘weapons. Tolstoy preaches, the nobles argue, the students agitate, the people plead and the assas- sins destroy. Sometimes one comes to the front, sometimes the other. Hope brings the arguments of reason into use; despair nerves the arm of force. The tide of revolt ebbs and flows between paper peti- tions and dynamite bombs. When one has failed, you may prepare for the other. A revival of the terror of assassination was certain to follow the murderous an swer of the despotism to the petition of the people. The killing of von Plehye relaxed the intolerable burden of op- pression and gave hope of reform by moral means. The massacre in St. Peters- burg destroyed this hope and murder raises its red hand against the unendur- able tyranny. The blow falls first in Finland, where the crime of the autocracy againstnationality as well as human right is most glar- ing and recent. Nextit may fallin Warsaw, /in Moscow or in the capital itself. More and more s the con- viction forced upomsthe pub- lic opinion of the world that the terror is the only cure for the unendurable. The victims may be pitied per- sonally, but the justice of their punishment is felt. We hear no more of the sympathy that followed Alexander II. to his grave. Ministers of the police. gov- ernors of cities and Finnish traitors to their race fall unwept into bloody graves. It will be the same when the hand of wild justice rises higher. The bomb that shatters the body of Viadi- mir will rouse echoes of joy the world over. Even the poor little czar will not share the sympathy of the world for his unhappy fam- ily when his hour shall strike, These are not persons to excite human feeling; they are parts of hideous system, for which there is no room in the twentieth century, It must be cut out like an ulcer, wiped out like the plague, destroyed like a mad dog. The assassins are extirpating a frightful disease with the sharp sur- gery of the sword. If the world dares not encourage their atrocities, no more dares it condemn them. These are strong words. But they are true words. And we need them. Every letter of them applies with equal force to the negro problem in this country and it may not be long before “The Terror,” that argument of last resort, may be needed to save us from the industrial crisis “which all signs show we are rap- idly approaching. REPRESENTATIVE OLESON OF CHISAGO COUNTY THINKS THEM OBSOLETE. St. Paul, Feb, 9.—Standard Oil in- terests are likely to be on the spit, if & resolution, oftered by J. L. Oleson of Chisago county in the house Wednes- day, prevails. Representative Oleson has a strong opinion that the present oil inspection laws are obsolete, and he wants a com- mittee named to make an investiga- tion, A resolution to that effect was offered by Mr. Oleson and it was sent to the committee on illuminating oils. The real intent of the resolution is to bring about legislation that will give Minnesota the gravity test law of Bouth Dakota, so bitterly fought by the Standard Oil interests, and to this end the resolution empowers the commit- tee, if named, to summon witnesses, compel testimony and to otherwise se- cure information on the subject that will be valuable in preparing new leg- islation, if' necessary. It is claimed that the illuminating ofl now offered is of very poor grade, Minnesota uses what is known as the fire test, but, according to Former Ojl Inspector Schiffman, under present conditions, it is practically of no value. On a suspension of the rules Repre- sentative Craig secured the passage of H. F. 212, permitting the issuance of bonds by organized towns for the building of roads, bridges and public buiidings. The act has special refer- ence to Sherburne. i H. F. No. 111, by Larson, giving counties the right of eminent domain, was passed under a suspension of the rules. H. F. No. 221, . introduced by Mr. Hammergren, St. Paul, provides for the appointment of a county expert printer in counties having population of 75,000 or more. The curtailment of the use and sale of cocaine and preparations containing that deadly drug is attempted in a bill introduced in the house by W. A. An- derson. Winona. Under this bill the drug can only be sold on a prescrip- tion, issued by a duly licensed physi- cian, and then only once on the same prescription. A record of the amount isold, to whom sold, and other particu- lars, must be kept and this to be open for inspection by the authorities at all times. For violation a fine of $50 and a term in the workhouse is provided, and, in case of the druggist or physi- cian involved, their state licenses are to he revoked. Liens on personal: property, with the right to sell the same and recover the value of the lien, are provided in a bill offered by R. T.
