President Roosevelt yesterday signed a bill which immediately transfers the adminstration of the federal forest reserves, in- cluding timber sales, applications for the free use of timber and |permits for grazing live stock from the department of the in- terior to the department of ag- riculture. By the terms of the act, all officers and employes of the for- est reserve service, a force num- bering about 450 men, are trans- ferred to the department of ag- riculture. The regulations relating to the free use and sale of timber and to the grazing of live stock will be revised at an early date. Meantime the present rules will remain in ‘force except those re- lating to the receipt and trans mittal of money. Hereafter special fiscal agents of the department of agriculture will perform the duties rendered by the receivers of the local land offices. The new law affects the adminstration of more than sixty million acres of public lands throughout the United States and Alaska. Perfect Confidence. Bismarck Remains Seat of Govern- " ment in North Dakota. Bismarck, N. D, Feb. 4—The capitol bill, providing for the reconstruction and final completion of the state cap- itol building and the appointment of | a commission, passed the house by a vote of 77 to 17. This bill makes avail- able from §800,000 to $1,000,000 for the work of completing the capitol. Witness Tells Senate Committee of Extortionate Charges. ‘Washington, Feb. 4 —E. M. Ferguson of Duluth, representing the Retailers and Shippers' association, continued his statement before the senate com- mittee on interstate commerce. He made especial complaint of the secret routeing agreements of the raiiroad companies operating in the fruit cen- ters of the West. This agreement enabled the railroads to select lines without consulting the shippers and Mr. Ferguson said that loss and incon- venience often resulted to perishable goods. He charged discrimination by the railroads in the interest of the ‘Armour Private Refrigerating Car Line company, saying that the charges of that company were often double those of the railroad lines themselves. This, he said, was due to the exclusive con- tracts which the Armour company had been able to procure and he asserted that the organization and success of the beef trust were traceable to these contracts. Ia reply to questions Mr. Ferguson expressed the opinion that the railroad officials were interested in the private car companies, but that the railroad companies themsclves se- cured no benefit from the arrangement with the companies.
