For instance by the establishment of one or two rural routes out of Bemidji the postal department would be immediately a power(ul factor in the developement of Beltrami county and even though routes containing 100 families were not secured the establishment of the route would within a very short time induce more than 100 famil- ies to settle in the district served by the route. It has never been the policy of the department to establish its innovation and im- provements only when a balance on the right side of the ledger was certain but rather to intro- duce the improvement in the hope that it would soon prove self sustaining. -The application of this policy to Beltrami and other thinly settled counties of northern Minnesota would ma- terially hasten the development of these counties.
