THE SAN FRANCISCO CALL, MONDAY, MAY 24, 1897 NOTES FOR THE NATIONAL GUARD Some Official Reports That Have Been Long Delayed. Orders Issued for the Memorial- Day Parade and Exercises at Cemeteries. The First Infantry Will Go Into Camp at Ukiah Next August. The Naval Battalion. On the 30th of last November the com- mander-in-chief approved new firing regula- tions which dre to go into effect on the 30th of next June, but up to date the members of the guard have not received any orders for target practice. The new regulations were not op- erative and will not be for five weeks, yet the old ones weze in force, but not enforced. The guardsmen feel very much as if they had lost an opportunity to gain credit as marksmen, and the chances are that they will not have an opportunity to face the targets until next September, for the new regulations say tnat such practice shall be held in the months of Janvary, May, September and October, and at 200, 300 and 500-yard ranges and skirmish- firing. The latter firing must be in the month of May. There has evidently beenta blunder somewhere. Promptuess of action does mot mark the movements of those who are upper grades of the guard of the State. Last November there was an investigation into the affuirs of an ofli- cer named Douglass, connected with the Naval Battalion. A report was presented to the proper officials, but 8s yetno_action has been taken either confirming or disapproving the report. Another instance is the cace of Cap- tain Jenks of Troop A. There was an investi- gauon as to fhe management or mismanage- ment of the affairs of the company. More than three months ago there was presented & report exonerating the captain, but no oficial notice has yet been given of that fact. Possibly in the distant future somebody will rummage through some pigeon hole, find these reports, and then some action may be taken on them. Second Brigade. The inspection of the companies of the First Infantry, Second Brigade, the signal corps and Troop A are over, and while the official re- turns are not in, it can be said that, with one or two exceptions, ali the companies made & good showing numerically and that the re- ports wili show that the condition of the sev- eral companies is much better than it was at the previous inspection. The First Regiment will en (Memor.al day) escort George H. Thomas Post, G.A. R, to the Presidio and take part in the ceremonies of dedication of the monument that will be unveiled in the post cemetery on Monday next that day. Tne signal corps, Captain Perkins, and Troop A, Captain Jeiks, and the Naval Bat- tation, Captsin Turner, wili act as_escori to the other posts of the Grand Army that are to parade downiown, and proceed to the ceme- teries and there decorate tae graves of their comrades who have passed away. The board of oflicers of the First have finally decided that the camp of that regiment shail be heid on the siie a short distance outof Ukiah on which there have slready been sey- eral encampments. This choice was made efter a number of sites had been inspecied. The time selected is from August 21 to the 29th, and in_the selection of that time the dates chosen by the Fifth Infantry aud the brigades in the southeru part of the State were considered. The furthar iact that the citizens of San Fraucisco are entitled to have the First Regiment parade in the City on the Fourth of July was also taken into consideration. Now tnat the question of camp has been fixed it is proposed to recruit the copanies up to as neer full strength as possible. Itis probable that, exclusive of the band, 800 men will go to the eamp near Ukish. While at camp the members of the First will practice at silhouette targets, something that is required by the new reguiatious but which the miembers of the First cannot very well in- dulge in because of lack of & suitabie range. Lest Friday eveuing the Hizh Scnool Cadets, Captain Edwards commanding, gave a dance in the auditorium of the Giris’ High School. There was & large attendance &nd & most en- joyable evening was spent. The Fifth Regiment Infantry has not yet set- d upon & place for its camp, nor will it until it is fuily determined what amount will be allowed for transportation. Troop A. During the past wezk a number of the cred- itors of Troop A were paid for bills that were incurred duing the term of Captain Sime. There are still some biils to be paid, but when the waiting creditors will receive their money is not known. The troophas been doing remarkably of late, increasing in numbers and in proficiency. The Veterans of the Guard. The association known as the Veterans of the National Guard has removed from the Flood building to quarters in the Pioneer buiiding. At ihe aunual election held last Wednesday Colonel A. D, Cutler was elected commander, H. E. Snook vicescommander, Lieutenant-Colonel P. L. Bush adjatant, and Captain C. P. le Braton paymaster. The 'asso- ciation will hold its annual banquet at the Oc- cidental on Wednesday next. The Naval Battalion. The members of the first and second divis- fons of the naval battalion have been ordered 10 assemble at the armory, 2214 Esst street, at hali-past 8 o’clock next Monday to take part in the parade, part of the memorial rervice, in memory of the Nation’s deed. Captain Turner, commanding the naval militia, an- nounces that none but statutory excuses will be accepted from absentees aud that fines will be imposed as provided for by the code. The divisions will turn out as a battery. Ou Saturday, July 3, the Camanche will leave her moorings for her initial cruise in command of the buttalion officers and manned by members of the battaijon. It is expected that there will be a large atiendance, for there wiil be much driil of a beneficial natore and theorganization will have an oppdrtunity to prove its nautical character. It is intended ihat the cruise shall be within the bay of San Francisco and its tributaries and will extend over Sunday. the 4th, and Monday, which will be a legal holiday. An effort will be made to recruit the ivis- fons of the battalion to the full membersnip, that is 104 officers and men.
