Elections in many places are now a mere farce, and unless the evil be checked the danger to free institutions from frauds at the ballot box will soon be greater than that which confronted the country in the ecession of the southern states in 1861. —<——— An effort is being made to discourage Setiators fond of a gentle stimulant by the announce- ment thst “cold tea” Is to be banished this Winter from the bill of fare of the Senate res- taurant. This depressing intelligence is based n the statement that the new incumbent of the place is @ cold water appointee of Senator Frye, who is himself a stern tetotaller. The Promise §s sound, and the conclusion seems Feasonable enough, but it {s safe to say that there will be no more suffering in the future than there has been in the past on the part of the grave and reverned occupants of the Senate chamber and its attaches for want of alittle Grop of the ardent. If he doesn’t promptly resign he will de very apt to discover that he ts outside the Protesting wgis of the ctvil service rules. ea The publishers of Harper's Magazine en- nounce that they have already received orders from England for seventy-five thousand copies of the Christmas number of that periodical. ‘This great popularity is regarded as due to the artistic and Mterary excellence of the maga- zine. Its solid merits have undoubtedly done much to give the periodical a foothold on the Other side of the Atlantic, as well asat home, but its great circulation there is not wholly due to that cause. The matter ot cheapness of price im foreign countries must not be overlooked. In all the principal cities of western Europe it 4s sold for twenty-five cents, while in this coun- ‘try the price charged for its thirty-five cents. ‘Why it can not be sold.as cheaply to Ameri- cans as to Europeans is one of the things that has never been explained satisfactorily, and the fact that it is not does not speak very well fur the liberality and gratitude of its publishers, who have coined colossal fortunes out of their countrymen. Certain it !s, however, that at the same price charged forit here the magazine would have but a trifling circulation abroad, where people resent an imposition much more quickly and emphatically than they do in America, notwithstanding our boasted freedom and independence. ————— Here are some returns from Cincinnati which ‘will gratity everybody. It appears that since ‘March 1st 4,175,000 hogs have been packed in the west, against 3,625,000 for the correspond ing period last year. This shows a healthy growth in one of our leading American indus- tries, in spite of the embargo on the trade in some foreign countries, ‘One of the strongest arguments for protection 4s based om the comparatively small foreign ecommerce of even those countries which seek ‘outside markets. The fact is noted that our en- tire foreign trade is only a small per cent of our domestic commerce, and that the former might ‘de cut off entirely without serious damage to national prosperity. So far as the export hog ‘trade goes, the argument 1s seen to have con- alderable force, if, in spite of recent diserimina ‘tions against our pork by those foreign nations which have been among our best customers, the business maintains a steady growth. We should recollect that by the natural laws ot in- crease there is nowadays an annual addition to our population half as large as the entire popu- Jation of the thirteen states. Anew naiton is born year. America is a great country, and it of ham. $< ‘The Virginians will be greatly disappointed st the decision of the President not to attend the coming state fair at Richmond. But Mr. Cleveland and the cabinet feel that the visit at this time would be misconstrued. The fair is held at a date when the whole state will be in a political ferment, and were the President to go into the state under such circumstafices the Visit could not be made simply s social event. And, therefore, as Mr. Cleveland is anzious to ‘separate his office from political machinery, he feels it would be out of place to make the jour- ney. $< Gov. Hill's letter of acceptance, published this morning, comes out strongly in support of the President and in favor of civil service re- form. It is plain that the new reform is in fashion, and, no matter how badly it tastes, the politicians have to smack their lips and say $e It isa very dull and cold year when the New ‘York city politicians cannot get up ao three- cornered local fight in order to make their usual desis atelection. This year the thing has been very nicely fixed. Tammany and Irving ‘Hall have agreed on a local ticket, shutting out the County democracy, who are going torun one of their own, while the republicans mean to try to get in between the rival democratic factions. The “boys” feel quite happy, and wouldn't have “harmony” for any cosideration. ————— Ferdinand Ward's trial begins next Monday, unless fresb delays are interposed, so that the public will soon have a chance to see as farinto ‘the case as the lawyers will permit. The recent mantfestos of Ward have revived interest in the frauds, and the developments of the trial ‘Will be keenly followed.
