When Hon. Jo-eph E. Lee, the newly appointed Collector of Inter- nal Revenue, assumed charge of his office on Tuesday last, all of the white cler\s left the office and refused vo return. Mr, Lee is one of the most brainy and polished colored men in the South and is doubtless the superior in intellect and moral of any ot the white men who refused to work under him ‘Chis exhibition of color prejudice should receive the strongest and most speedy rebuke. They were justly rebuked by the sober sense of the American people, They were but a handiul and with influence. Yet law- murder and resiricted here we have a condition of lessness, defiance. repine in which whole communities are participating and we have yet to hear of any organized opposition to it on the part of the good peo- ple. At one time there were secret bands who under cover of night hideous with their shotguns and fire-brands. ‘The good white people disclaimed par- ticipation and told the people at the North that they were not re- sponsible and that the villany was the work of the poor vicious and irresponsible whites. Now chey have torn off the mask and with uublushing villany, in broad day- light, they murder and bulldoze. Moreover, they seem proud to do so and the best people are engag- ing in the scheme. ‘The people have been permitted todo wrong so long until now they insult and kill federal officers with impunity and presume to dictate to the President himself as to the persons he should select to assist in his ad- ministration, There is no race war and the dispatches which come up from the South are colored to decieve the people. The gal- antry and patriotism of the negro soldiers in the late Spanish-Amer- ican war and his American Republic in the late war of the rebellion are not regarded by the southern oligarchy as com- mendable acts and deeds to rase the citizenship of the negro. The reign of terror in North Caroli:a is a repetition of klu kluxism a little subsequent to reconstruction. The colored citizen of North Car- olina is told if he puts a republican ticket in the field or attempts to vote on Election Day he will be killed. It is a question of con- jecture with us whether it would be wise for the negro to 1esent the insult or repel these threats with armed force or whether it would be wise for himio remain away from the polls. If heroes to the polls, has he got suflicient force to protect | himself? And if he attempts to! protect jhimseif will he be rein-| forced and will that reinforement be} strong enouzh to witistand any, opposite power that might come | against him? There is no railroad man in this city more popular among the citizens of | Washington than Mr. Hege. { Notwithstanding many arduous dutics, in connection with the rail-' road company, he has taken partic- ular interest in the affairs of the’ city among the people. The nu-! merous friends of Mr. Hege and the citizens of Washington are particularly pleased and gratified at the promotion of a worthy and deserving man.
