The House resumed the consideration of the Soldiers Bounty Land bill that was up yestor- day. Mr. Dunnell (Rep., Minn.) opposed the bill, deing unablo, he sald, to conceive of a bil more mischievous ‘in its tendencies and efecta. Did Congress propose to satisfy the claims of the sol- diers for an equalization of bounties by giving them bounty land warrants which would not sellin the market for Mr. end (iep.. Ba.) also opposed the bill, and d that the Committee on Public Lands, of which Mr. Dunnell and he are me bers, was unanimously of the opinion that t dill, if it became a law, would be of immense disadvantage to the soldiers and to the nation at large, He had eda single letter in favor of th contrary, the soldiers f Pennsylvania were opposed to it, and the and AFM at Its session in East i expressed in reso- lutio robation of the provisious and principles embraced in the bill. A FRAUD ON THE SOLDIERS. Mr. Hawley (Rep., Conn.) alo opposed the bill and showed linfairly and injuriously the unty land system, had worked aa applied to the soldiers of the Mexican war. He calculated that they had $36,000,000 from the sale of heir iand warrante, and that tho people who ually settled land under them had pald $1%4),- 000 for it, the diff going into the The pending ckets of land spe measure would work infinitely more unfairly than that one, because now any one could go and settle on lands under the Homestead and Pretmption laws. He calculated that under this bill two million persons would be entitled to land scrip. If only one-tenth of them ap- pase in the year, that would throw on the mar- et scrip for 320,000,000 acres, and which scrip would only hold wood fora year. The effect of {t would be that the soldier who had spent at least ten dollars in getting his warrant could not sell it in the market for five dollars. ‘The meas- ure would therefore prove to be practically a fraud on the soldier. He held most rigidly to the policy of preserving the public lands for the actual settlers. Mr. Donnan (Rep., Iowa) argued in support of the bill, as giving an equality of benefit to all the soldiers, while the bill of last session, giving #ol- diers additional facilities under the homestead law, waa restricted to those who actually entered d under it. He also argued that the measure would help to settle up the public lands. ONLY POLITICAL SOLDIERS OPPOSE THE BILL. Mr. Speer (Dem.. Pa.) also defended the bill, feplying Ko the different arguments against it In regard to the resolution of the Grand Arm: of the Republic, preseuted by Mr. and signed, among others, by Gen, Hartrar Governer elect of Pennsylvania, he asserted that that organization did not represent the honest try, but the political soldiers tnd officers who were controlled by railroad companies and monopolists. When he (Speer) bad stated on the stump In his district that Gen, rtranft had signed such resolutions, it had the epublican papery and speakers, and one paper in his district had zed him fourteen times with being a liar, What member of the Republi- can Committee denied that Gen, Hartranft signed those resolutions? ir. Speer—I say that the Governor elect, through his paper and by his political friends onthe stump throughout my district, denied that he had ever signed them. Mr. Townsend—The Governor elect of Penn- sylvania has never, 6 far as L know, or sv far as the gentleman can prove, denied ‘anything in those resolutions, or that he signed them.
