Santo Espiritu, Noy, 19.—The Spanish Drigadier-Generals who are operating in this dis- trict, the Governors of Moron and of Ciego de Avila, and sundry other officers of high rank, had a meeting lately in this city. At it, among other matters, they agreed not to publish any despatch which even spoke of the presenc insurgents in the district of Las Vi On ac- count of the above decision none of the follow- ing events are likely to be recorded in the Hava- Na newspapers; but they are facts and important ones, nevertheless, and will prove to you con- clusively that the whole of this jurisdiction, with the sole exception of this city, is in the hands of the patriots. At Marroguin, a place fifteen leagues northeast from here, on the Moron road, the Spaniards had an intrenched and fortified camp. At Arroyo Blanco, which is five leagues from here, on the same road, they had another. The Cubans cut the communications between the two camps, nd after four consecutive days’ fight! cap- tured the Marroquin camp, as well as a convoy of arms, ammunition, and clothing which was being sent by the Spaniards from the camp at Arroyo Blanco to Marroquin, The officer in command at Marroqutn surrendered with 0 men. A VILLAGE BURNED, The Cubans captured in the camp. a lar quantity of arms and ammunition. Phe can and the village adjoining it were set on fire by the patriots, and the families that were living in the Village went off with the Cubans, On the following day the same body of Insurgents at- Sacked and captured the camp at Arroyo Blanco, They sacked and burned the six storehouses which were in the place. and carried off the arms of the volunteers, who were all executed After that the Cubans were for four days at Trilladeras Grandes, a place about five leagues east from here and due south of Arrago Blanc Here they learned that Spanish forces were on the road to reinforce the intrenched camp at Kio Grande and Jicotea, (Rio Grande is vat league east of Trilladeras, and Jicotea east again of Rio Grande. Jicotea is about 18 leagues from. h onthe main road to Clego de Avila and to Puerto Princ The Cubans lay in wait for these Spani f called Ceja del Kio Grande, about six miles on this aide of Rio Grande, There were over hundred Spaniards, including several rs, left dead on the road, and those that escaped returned to this city by night bringing what wounded they could carry with them, It was a terrible sur- prise and complete rout. That same night Cubaus attacked the cainp at Kio Grande. and the Spanish garrison, which consisted of S0men, as soon as it saw the Cubans coming ran a ‘The patriots sacked and burned the camp. By the capture of these and other Spanish camps, the patriots are to-day in open commu- nication with Camaguey, while vanish com munications from Moron and from Clego de Avila have to go be sea, for ail the telegraph has been destroyed in this jurisdiction. Another Spanish force intrenched at Limones, & place 11 leagues east of here on the Cieg Avila road, has been suppressed, and th which the 'Spantards formerly had where the same road crosses the Jatibonico agues from here. baa been e called La Mano del Negro, only half # league outside this cit A few dass ago a body of 30) men went out from here to collect cattle, and In the savannas f Pueblo Viejo (old town), which constitute.« circle pout @ league round this city, they were attacked and routed by the Cubans. On the 2th inst. an event occurred here which has had a mos: dispiriting and disastrous effect upon the few men who still compose the Spanish garrison of this place. Thirty-two mobilized Volunteers and fifty of the colored volunteers who composed the garrison at the fort of La Loma de la Cruz (which adjoins the last houses at the southern extremity of the city) went over to the patriots, Hesides their respective arms and equipments and ammunition they earri off ten cases of cartridges from the fort, Banao (which is four leagues # n the road to Trinidad), at which place ans are encamped. ‘At this place (Banao) the Spaniards formerly had a very strong ut the petriots took it and burned it to months ago. As it is a good strategic the Cubans returned and occu- pled {t,and although troops have been sent from here many times to recap@are It, they have al- s been routed, On the 2d inst. the Cubans attacked a railroad train laden with clothing and provisions at Sa- vannah In Mar, ‘They captured the entire train of cars, destroying also the locomotive and the railroad bridge at Guasimal, (Savannah la Mar Is distant six leagues due south of Santo Espiritu, and is two leagues north of Las Tunas Which Is the port of the jurisdiction, A rail- road connects the port of Las Tunas with the ppropria- mittee he Ap- t oor to ata The Si Yeur, Gre Corresy y: capttal of the jurisdiction, Santo Kapiritu.) The details of the subsequent proceedings have been published by Tuk SUN. Last week the Commissioners appealed to the Supreme Court for # writ of mandamus to compel the tax collector of the township to proceed with the collection of the assessments, as ordered by the Board of Street Commissioners, It. was shown thatin their estimate the $14,500 sald have been fraudulently inserted in excess of the actual demands of the Interest fund was a cleri- error, and the Board being entirely willing to submit to a reduction of the ten per cent, o the whole sum added by them according to law to provide for contingencies, the Court made ® reduction of $22,000 in. the ‘local town tax, and by thelr decree’ sanctioned the collection of that sum for township purposes. This settles the question, and there can be no subsequent proceedings on the part of the citizens to estop n of the asxessmont his especial tax is larly pro- the payment of the Interest upon issued by the corporate authorities of the tp, and doubtioss it will be gratifying to holders of these securities to learn that the f the acts of the Commisalon- Ine Court in effect guarantees payment of thelr bunds, principal and THE GREE interest. The radical course pursued by some of the citizens will be likely to make trouble for some of them—Judge Dilloway In particular, Under section 26 of the act creating the Hoards of Street Commissioners and of Finance, the in- cumbents are authorized to proceed, at least as far as they have done, in making assessments, and for this reason they are confident of con- victing Mr. Dilloway of perjury, He is resting under $3,000 ball, and his case will be presented to the next Grand Jury.
