VANDERBILT LEGISLATURE ene WHY THE GALLANT COL, HAWKINS TENDBRED HIS RESIGNATION, Pinte Seas A Body xo Corrapt Man Can Afford to Remain in It The Bar Assocl« ation Lobbying to Impeach the Judges The Changes In the Congressional Dine triet® ALuany, April 24.—The gallant Col. Haw- king has packed his baggage, struck his tent, and returned to New York. During last night, and jp to the time of his departure this morning, the most strenuous efforts were made to induce him recall his resignation, but he was inflexible, He aays that his reason for leaving ix not alone jecause the Legislature seems to have surren- Jered to the Vanderbilt dynasty, but also on the ? ‘\ that he believes it to bea corrupt gody, and that 10 honest man can afford to re- natn in it, Late last night it was announced that Mr, Hawkins would this morning take counsel with Mr. Alvord as to whether he should recall als resignation or not, and bets were freely of- fered that the Colonel would be found in his seat In the House to-day. In conversa jon with Mr. Hawkins, this morning, he assured me that there was no truth In the re- port, and that not for one moment since he banded in his resignation has he entertained any idea of recalling It. It ts well understood here that Mr. Hawkins has for some time con- templated this step, and only deferred it until the charter and other New York measures were out of the way, In the mean time, he has not been in the least mealy-mouthed in the use ¢ terms by which to characterize his opinion of this Legislature. fe has frequently on the floor of the House alluded to the facility with which measures that bore the i ress of fraud upon them were passed, while those that were asked for by the Reformers and honest citizens, and were not backed up by “peculiar” influences and tacties, lingered along or were killed. HAWEKINS'S OPINION OF THE DRGISUATORE, But in bis private conversation it was that th ‘olonel came out strong, and his sayings have beon constantly quoted about the Capitol for weeks, One day recently, while standing tn the Acembly chamber in conversation with a gen tleman, pointing his Anger about the chamber hosald: “Just look about this room. T will venture to say that you era go into any State Prison in the State and pick out one hundred and twenty-eight men who will be the supert both in Intellect and honesty, of « majority of the members of this Legislature.” Of cours sueh remarks as these have aroused the tre c yen to whose ears they came, harsh things have been sald of the C never nti this porning hay Hawkins's honesty of purpose A story is being etreulated day that Mr. Hawkins has been bought up to puraue this course with a view to affect action In the taae of tho Judges, To those who know Mr, Hawkins, and how bittor he has been azainat the Judges, of this will pass for what it iy worth. | An d more charitable version of itis that thie is asharp eon the Cotonel to bring bit name prominently before the public ax opposed to. the corruytion which, ibis charged, dx prevailed at the Capitol this winter, and his unwillingness to longer ass sie with men against whom such charges are ado. If this Is his object, the success of It is peed the Colonel and this act will be ven further than was his tecord as the gallant leader of the Hawkins douaves, AMOVE THAT WOULD STILL LEAVE A QUORUM. As the Colonel was about leaving this morn- ing he sald to a friend it would be a good thing If all the honest men in the Legisia- ture would resign, id asked about bow many he th Id go if all the ho wen should resign, " About thirty ed 3 rep Gaonel, Tis understood here that the C isto publish in the New York papers a card. Hating why he resigned and giving @ hist his experiences in Albany tbis win much anxiety to know what the y ful Dodger culated about th the Colonel to withdraw his res turr to his seat for the good of t ted and several others refused to 2s is doubtful whether it will ever b as it was the intention to obt every Republican member of the H THE PROPOSED NEW WULLDING LAW, The om rather amended building law ity of New York does away with all the nite and useful provisions of the old law, and is evidently drafted {n the Interest of specu tory and shoddy builders. It revives eight-inch wails and permits their construction in build- inga 25 feet wide and ®) feet bigh ; It does awa with iron shutters on buildings already erected, and provides only for buildings hereafter to be permits the use of pale brick and bad oatar; allows the erection of wooden cornices ou four-story buildings; establishes Himits with- in which the law is Hot to operate, and permits the erection ¢ oden buildings aby Righty~ mation and re arty, Hus- sixth street; requires to testing of iron beams, ders, columns, &¢.; require fie escapes on four-story tenement houses; does not provide for proper foundation walls, and diminishes the thickness of walls. The Superintendency is made ubservient to his deputies, the working of the departinent being left almost exclusively in thelr ids. They are not required o pass an examin ation as to their qkalifications, as provided tn thi Hesent law, and there is no specification as t how the Superintendent and his deputles are to be appointed. No provision is made for the lerks and messengers, ‘The Superintendent is hot required to inake a report to any of the mu- nicpal authorities of the worklags of his de Partinent. All disputes between outside parties aid the Superintendent are to be settled by ar- biration. No authority is given to enforce the provisions of the law. ‘The whole bill, in fact, seems to have been drawn Dy somebody knew nothi what ts required, and should tt pass it will prove a dead letter, and cannot be enforced against any one Who may geek to vlo- late it, For real estate speculators no better law devised, as it will allow them to put up eatshells, while above Bighty-sixth stroet they can build another Chicago, ‘The Levistature would do well Jo examine this law carefully be lore parsing It PAYING THK NEWSPAPERS, The bill introduced in the Senate by § OBrien, authorizing and directing the ler ty pay the elaiins of newspapers aga the city for advertising, and which was amended In the Renate so as Wo we all claims of this nature, passed the Assembly this morning unune inously, and now goes to the Governor for bi approval. ©.
