Three events have just oceurred in Wash {ngton which show how thoroughly the Administration is demoralized, and how widely the Republicans in Congress are di- vided on important questions. We refer to the decision of the Supreme Court on the Legal Tender act, tho feeling ty the Senate on Gon, Gnant’s nomination of Judge Srnono and Mr. Brapvey to fill the vacan- des in that Court, and the vote in tho House on Mr. Mansitaty’s resolutions against o protective tariff. Of the seven Judges who pronounced upon the Legal Tender act, five were appointed by Mr. Liycony, and when they were elevated te the bench they were believed to be thor ough Republicans, and fully io accord with that party on all the financial measures aris: ing out of the war, prominent among which stood the act now called in question. But when this measure is brought to the bar of the Court, two of these Judges take ove view of Ite fundamental and vital provisions, and three take another and totally different view. And we have no doubt that their dis- ordant opinions retl ct the sentiments which the Republicins entertain on the same sub- fect. They differ as wicely ae the five Judg ‘The nomination by the President of Messrs. Srnoxo and Brapiey has brought out, and Will probably yo: cevelop in a more marked degree, the hostile feeling which exists be tween Gen, Grant and the Senate, This hostility is largely due to the reiusal of the Benate to unite with the House in the repeal of the Tenure-of Office act, a mearure upon which Gen, Grant had set his heart ero he took the Presidential oath. The Senate will teize every opportunity afforded by unforta- nate noniivations, like those of Messrs Brnoxo and Brapiry, to prove to Ge Qmant tliat they intend to keep the check apon him which the Tenure act has put in their hands, Of course, he will row restive ander tlie; but it will avail nothing, except to intens fy the hostility between the Exeeu: tive and the Senate, Perhaps, howe the vote of the Honso om Mr. Marsiane’s resolusions brings more Prominently into view the widy differences of opinion in the Republican ranks on the Issues of thi futare thon either of the other matters we have mentioned, The resolu tions aimed a blow at the long-cherished tariff pol cy of the party. ‘This is one of tho main issues on which sanguine members of the party were relying to rally ite forces, fow that the great controvers es growing out of the war cre passing away, And yet, om the questio: of tabling thess resolutions, thirty Republicans from the West voted with forty-seven Democrats against this in dircet ond evasive modo of disposing of this vital matter; and among these thirty were such leading nemes as ALLIVON, Jupp, Lawnency, Jv » Bexsamiy, and Ly« #0L1, who doubtless truly refle:t the opinions of the Western Republicans on the subject of protecticn, ‘The resolutions were sent to the talle Ly only twelve majority. If a @ircet vote could have been obtained, at least nmr Republicans would have taken es with the Democrats, and Mr. Mar Li's resolutions in favor of a purely reve nue turif? would hive been adopted. ‘These gales are forerunners of the storm which is sure to shipwrek the Republican party ere the next Presidential election, an Joss it promptly drives from the helm the incompetent and inexperienced pilots who now undertake to dircet its affairs, = ceiaiiemenmeeet Surveyors of Customs and Naval Oftie cers Abolish [them ADIl to abolish the otfiee of Survey the Customs is before the Finance Committoe of the Senate, It provides that tie duties heretofore performed by Surveyors shall hore after be performed by Colleetors, and that the muni Jtes recelved by Surveyors shell be ‘Treasury ‘This is right as furas it gous, But it falls short of the true mark, The office of Navel Officer should also be abolished, and the enor: Mous perquisites which pertain to it paid into the Treasury, Tf a man is fit to be Collee or, he ought to be charged with the entire supervision collection of the enstoms, without the in tervention of any such useless fitcum. brances as Surveyors aud Naval Officers, If heis not fit to be Collector, he should be promptly turned out Let the bill be amended as we anggest, and thon let it be passed without delay, Tn the mean time let the President revise his list of Collector nd turn out those who are nnfit for the post, beginning with the Collector of this port. ——————— A bull in & china shop could seareely have crested grester consternation than the advent ainong the bulls and bears of Wall street of the fair and Qushing fuanciers who, under the tirm nam of Woonti, CLariis & Co., located themselves last week in the very heart of our monetary een. tre, The simple fact that » couple of pretty women should place themselves in s0 novel porition was of itself suflicient to excite curiosity and surprise; but these etmotions speedily gave way to apprehension aud awe when it become Known that one, a! least, of the principals ot this vinine fina was the possessor of strange and sterioay powers, such us in earlier days were Marly sup to be only attained through et ne rotiations with the Evil One timse ‘The vu question bas never manifested uny Gisperivon to hide her ticht ander a bushel; cons ly there can Le no impropriety in pub. Indeed, in the earlier stages of her career, whon established in an obsguré quarter of Cin- cipnati, this remarkable fmale, for the trifling sum of ten dollare, firntshed ber customers witty charms whtch, carefully worn about the person, would tnsure the wearer good fortune for the re« malnder of bis orher natural existence, In New York, however, in consequence of the exorbitant charges for rent and inereased advertising ex: penses, wealth and comfort were not xo cheaply dispensed, but @ more remunerative tariff wa adopted. ‘Tho stock brokers and money-changers of Wall street are supposed to be tolerably sharp, but what earthly sight have the shrewdest of them ia. @ transaction with one who can read the future as easily as if it was printed in bold-faced letter? How readily will the kame bright eyes which can look through and through @ broker's viscors, penetrate tho hidden recesses of the most intri- cate combination ever formed to work @ corner! Imagine an impeennions operator endeavoring to hypothecate a stolen bond, bought at 70 per cent, discount, with one who can not only discover stolen property, but also point out the perpetrator of the theft, And as for selling long or short to a gifted seor who ean, if she will, give the mar. ket quotations three months henee as well as abe can give those of three months ago, why, the very idea is suggestive of goneral bankruptcy on the one hand, and aa accumulation of wealth on the other only limited by the self-secrificing spirit of thet benevolent disposition which for #0 long » period found plessnre in selling charms that would insure life-long happiness for the ridicutonsly small consideration of a ten-dollar greenback. We beliave that the impression that the new firm is eupported in its operations by Com- modore Varpennir isa mistake, ‘The capitalist who honors the drafts of Woonmrtt, Crartin & Co, is more retiring and more obedient to the mynterions powers that have him under their control than the great railway mouareh could ever be. a In thie city the first ettort of every man Is to buy # lot on which he can erect # hoase for his family, end which heean call his own, This is his castle and his pride. pecially with for- eign citizens is this an object. The only enemies to be encountered are dishonest officials and the general corraption of the times, Taxation and asseasments—twin instruments of oppression to confiscate property—are imposed without the knowledge or consent of the owner, and in many cases against his most vigorous pro tests, Every doliar thus wrang from btm beyond the actual necessity is an act of tyranny and downright robbery. Our Democratic Legislature have promised us to reduce these burdens, How do they keep those promises? A law now exists by which « land-owner fraudulently or illegally assessed may rid his property of the villanous unposition, remedy has existed for m: years, and has been often resorted to with success With the increase of corruption and greed this remedy has become obnoxious to those in pow: er. One bill has been introduced in the Senate and two other bills in the Assembly legalizing fraudulent assessments and entting off the present remedy. Property-owners, be on your guard. Mr, Soswen is visionary as usual, and defends the absurd theory that because there has been a6 increase of population in the last ten years, it is absolutely necessary to launch into extravagant expenditares i taking the new consus, The tendency to increase public expenses upon one plea or another has been fearfully grow- ing within the last few years, and it is time thet it should be checked. Expenses in bureaus like the Agricultural, Educational, Land, Statistical, and now the proposed Census Department, are supposed by their advocates to reflect and pro mote the progress of the vountry, But it will be found that they reflect only the progress of ostentation, wastefulness, and centralization, and make @ tremendous show without yielding any adequate retorns, The panacea for all public evila is belleved to be the establishment of huge Government organ izations, with their costly accessories of employees and printed documents. If this is to go on much further, the American people will be hopelessly impoverished. The bureaus of Land, Agricul- ture, Education, and Statisties involve already some fifty millions of annual expenditure; and now it is propoyed to increase the cost of the Census Bureau, Tho spirit which animates these legislators of new bureaus ix that of bancombe, and plays only into the hands of patronage and demoralization, Let us hear no more about new bureaus; abolish the old ones, and let the Amer. ican people work ont their own progress, gentle. men, without bamboozling public opinion by mammoth Government establishments, a Whether or not members of Congress ever do actually sell West Point cadotships, there is certainly # generally prevalent opinion thnt auch inthe fact, The charge las never indeed been proved in any specific ease, but «number of stories are in circulation like the following, which we tke from the Albony Argus: “ We are credibly d that in @ certain Con ereamtonal district in Btate, tre cadetabip war old cut for a ba money contiaerution The Con- lo.be gully of the caurare oocueiee OFiLON i society, and out for party to whleb je cori upt uudings at be difieuls t Deliove Ghat the ides tronsaction » ould ever find a lodement tn jnriher anderstond that the matter wee charged upon him ine pablie meeting Inst tall, and be was ch Minged to brig the question before the Miltary Commitice of Coveress, in care he should eormder that injustice had heen done him, But the muepeeted member has never asked for ai investigiuon, and pas slept until the recent movement of the Miltery ( mittee tO examine into eases of o #iinilar character, If the informant of the Argus Is telling the truth, why does he not himself furnish the name of the accused member to the Military Commit. tee, and have the maiter inquired into? penietnattee En tdate The reported appointment of Prtyosr.
