Rio Janrino, May 26.—For the past two weeks Wits city has been ina state of excitement over the fuspentlon of diplomatic relations between the ited Stites Minister, the well-known Gen, James Watson Webb, and the Brazilian Foreign Minister, ‘The trouble created great consternation among com: mercial ani monetary men, Inasmuch as the conse- quences would have been very injurious to the credit Of Braail in Europe, where she is secking @ lown. ‘THK ORIGIN OF THE TROUBLE, In November, 1966, tho Canada, an American Whale ship, ran on the Garcia reef, near the mouth of the Rio Grande do Norte, The Captain and crew of the versel worked manfully, and at last got her afloat, At this time some Brazilian soldiers, despite the protests of the Captain, seized her, notwith Sanding the fact that she was out of danger. The ship and cargo were afterward sold ang the pro- seeds were deposited in Don Pedro's treasury. The tain went to America aud laid his case before the Hon. William L, Marcy, Mr. Pioree's Secretary of State. Reclamation was demanited of the Br tillan Government, Seflior Paranhos, then ax now Minister of Foreign Affairs, refused it. He charged the Captain of the Canada, his three mates, and twenty-two seamen, who swore to the facts, with perjury and deliberate barratry, A LULL IN TIE NEGOTIATIONS. ‘This refusal was in 1868, Lewis Cass, then Seere- tary of State, did not press the matter any further, The rebellion came on, and William H. Seward suc ceeded Mr. Cass. At the close of the war the own ere of the Canada again importaned their Govern ment for justice. On the 17th of July, 1967 demanded reclamation, with Interest to dat claim then amounted to over $400,000, ‘The foreign Seoretary of Brazil received that order on Aug. #1 Over a year passed, during which the clam came bofore four different Ministers of Foreign Aftairs, but no answer was returned. The American Minis ter then made formal reclamation of Paranlos, who had again come in power. Pending the dircas sion, Paranhos, without giving any notice to the Anicrican Minister, directed the Brazilian Min {ster in Washington to nsk Mr, Seward to reéxamine the claim, with a view of changing his instructions to Gon, Web», at Rio Janiero. At the same time, Paranhos [paced before Scerctary Seward his portion of the correspondence, th fecuring a point on Gen, Webb, who was pledged not bo forward itis until the negotiation was closed.
