thr ror “THE NEW YORK SUN. o~, mnee - — —= TUESDAY MORNING, SEPT, 11, 1866, The Albany Convention. Tne Conservative Convention which assembles fo-lay In Albany, hae s reepoasitie and importent duty to perform, The politics! parties in this Fiate are so nearly equal in point of numerical strength, thate elicht advantage on either mde would be likely to decide the contest, An injudi- ious nomination for Governor, an an*ailatie plat- form, or inhermonious proeeedicgs generally in the Albeoy Convention, would be very likely to Snsuree Radical suecess in New York, and, ase eoneequence, to give that party the airantage of the moral effect of victory in the leading Btate of the Union. The election which oecurred yesterday in Maine, and also that of last week in Vermont, admonish the Conservatives that they bave no @asy task to accomplish in their present ef- fort to oust the Radicela from politi eal power, Party ties are very strong, and even Republicans who are conservatively lo- clined are loath to abandon the party with which Ahey have hitherto acted, even when they feel, ase large proportion of them must, that its ex reme tmeasures are hurtful to the interesia of the coun fry. And itis from thisclass that the Conserva- tives mast draw the balance of power if they gut $t ot all, The Albany Convention may, in our judgment, perform ite work in such ® way asto gecuire a victory for the Convervatives in thie State et the coming election, but at best they will bave Mo votes to spare, and without am unexcepional le @icket and platform they cou'd not reasonably ex- poet success. The proceedings of the Convention, fherefore, will be regarded with much interest, not only tn this State, but throughout the country. The Growth of Prussia. Toe sudden advancement of Prussia to the efondition of a controlling power in Europe, has Smposed upon it the severest tent to which # nation ean be subjected. Ih bas boon truthfuly sail thet comparatively few mon can withstand sudden prosperity, and the apothegm is quite as applicable fo nations as to individuals, The first Narotgom gnight have founded a powerful and permanent Empire, embracing allof Western Europe; but his guceess in oxtending the French Empire in the @arly partof his reign infatuated bim With the desire to bring all Europe under his sceptre, and bet infatuation lure! him to destruction, He failed to pass safely through the ordeal of pros- perity and aggrandizement. Prussia is now entering the same ordeal in which France was fested o little more than baif a century ago. The whole world bas mingled praise with wonder at Bhe remarkable military achievements of Prussa awithin the last few months, and the bold dplomwa- fic policy of that Government now atiracts no less attention, Prussia has not only forcel Austria fo give up all claim to @ voice in the affaire of the German Confederation, but it has Miaily refused to permit the exteneion of the French frontier to the Rhine, and has compelled Napoleon to back down squarely from his favor- (ite project of annexation. A considerable portion of the minor German Sia'es has alrealy been in- corporated with the Prusmay Kingdoro, aod the Ailantic Calle dispatches published iu yestorday's Boum announced that the Piussian Chamber of Deputies had passete bill for the annexation of Hanover, Hesse, Nassau, and the free city of Frankfort. Count Uismark had aleo prepsreds ‘Bill for the annexation of Behleswig and Holstein. Whe boldness and rapidity with which Prussia is @xtending ite boundaries, excites much comment fn Europe, and is severely criticized by some of Bhe leading journals. Time alone can te!l what She result will be, Possibly Prussia is dostined to Become to Europe what France was in the time of Napoleon, but it is cow playing a dan- ame, and nothing butthe most consum- mate mauagement can carry it safely tarough, Itincrant Speech-Making, @un Commuitice appointed by the late Conven- Mion of Boutherners, to go on o speech-making Bour In the wake of the President, have elready started upon their mission. Judging from the sbaracter of the men, and from the tenor of their Attorances at Philadelphia, wo may expect from them o series of speeches that will be more re- moarkable for empliesis than for elegance, They q@ill, doubtless, be received with marke! attention oy the Radicals along tho line of thelr route, for she latter will be anxious to outdo the ovations that have been paiito the President during his present perigrinations, It is not likely, however, shat they will render any substantial benefit to sheir party. A majority of the people, of all par- sies, are practical, eoramon sense men, and while dbey ere eager to get ali the information obtainable Mrespectto the great national questions now pending, they have no liking for abusive tirades, such as characterized the leaders in the Houth- erners’ Convoution, Is may be paid shat thie remark applies with equal force to the euring speeches of the President, Is does so apply every speech which be bas made assailing Con- greas wud Radical le: Personally, His Bt, wouis epecch, Which 18 the longest aud perhaps ihe mont bitter that he has dejiverod since leaving Washington will do more injury tham good to bis cause, and it would be better if he had not uitered @, He has already done ouough talking for one sampaign, and we hope he will not exiend his our to New Orleans and other cities, as some of als friends have urged him todo, The Prosident honest, amd ie digpowad to exnibit in his lan. eUego just what he really f bus while the erovucahon to “pitch in’ fe very great, it would 2¢ far more judicious for him to restrain bis {eel- ge. [nerant political speech-making is not dery highly appreciated by thoughtul people, and # oughs to be discountensuced, Fenian Movements, fus Troy Fenian Cou.gress, which conc\uded its feesion on Saturday, occupied most of its time in he investigation of Gen, Rwanngy's military stow- adabip, The proveedioge of the Congress were act furnished for publication, but itis reported that they wero by no meaus harmonious. Gen, dwaunsy was censured for the manner in which se bas conducted the military affairs of the organ- gation, particularly with regard to the Canadian Bvusion fiazle, which the Congress attributed partly to the incapability of some of Gen, Bwre- say's eubordinate officers. The rebuke thus #liuinistered to Gen, Swanyuy led that offi. cer to resign his position, aud the office of Generalissimo of the Irish Republic ls now qacant. G ‘al Logan, of Illinois, is spoken of for the successiog, but Logan is now @ candidate Pr Congress, aud be is nod lubely to acgeut the van proffer at present. President Ronzzte wae elected for another term, in opposition to bis Wishes, but he sul sequently expressed bis wiiling- ness io serve, Lhe Congress, so far as a); ears to the pub.ie, did nothing in the way of preparation for the liberation of Ireland. It is understood, however, that another raid upon Canada 10 con- ternplate!, but whether it will occur this year, or the next, remains to be seen, Meeting of the New Jersey Legislature. The New Jersey Legislature convened yesterday in special session for the purpose of ratifying the reconstruction amendment to the Conatituiicn of the United Bistes, and aleo of electing » United States Benator to fll the vacancy occamoned by the ejection of Benator Brocktow. Govermor Wann's age was sontin iiomediately alter the organ!- zation had been effected, Iti @ comparatively brief document, merely stating the objects for which the Legislature was convened, an expressing the hope that the proper action will be taken, Senator Soovint, the captious individ- ual who secured @ little transient notoriety last Winter by using bis ‘balance of power" to pre- vent the Brockton vacancy from being fille!, iw now ) ledged to act with his party and to vote for the choice of the Radical majority, whoever ho may be. The Radicals, therefore, will have no difficulty either in adopting the amendment cr in electing « Bonator, and the session will probably be very brief. ee, Radical Re-organization. ‘Tae re-organization of the Republican party in this city, ou the Radical basis, begins today. In the late Convention at Syracuse a resolution was adopted, directing the members of the Siate Cev- tral Committee for this city to meet and appoint inspectors to * reconstruct’ the party, and to ad- mit into its fold only the faithful who endorse Congress, oppose the President, and sre sound upon the Radical creed gen- erally, Mr. Raywonp and bis brother Republi- cans of Conservative complexion will of course be cast adrift fromm their old moorings by this ar- raugement. The programme for the reorganizs- tion 18 very complete, providing for the organiza- tion of an association In every Assemnlly District, By the proposed canvases the Radicals will be able to detertaine just how strong they are in the city, and how much they have lost by the Conserva- tive detection.
