SUN, M, 1866, _THE NEW YORK | “To ESDAY MORNING, a0 LY : Tennessee ned Her Troables, Tae political misfortunes of Tenneasee are apps rently etl clinging to ber. Although both Dranches of Congress have voted for the immediate edmission of that Siaste \o representation, there is now ® strong probability that thie will not be accomplished during the present session. There ere two caures that will operate to prevent the Present adminsion of the Tennessee delegation, In the first place, the President, it i# said, will ‘Teturn the Tennessee joint resolution to Congress, om the ground thet he has nothing to do with the matter, the Constitution @ives each branch of Congress full power tw decide upon the qualifications of iw own members for admission. There i* probably enocther reason, however, for the President's op- position te the Tennessee enabling bill, He is Well known to be opposed to the establishment of ®@ y Conditions precedent to the representation of ‘the Bouthern Biates, He holds the ground, in com- Mon with the Democratic party, that the Southern totes are now constitutionally entitied to repre- entation, and that it is an arbitrary exerciee of power for Congress to \inpose conditions for ther | admission. With euch views, he could bart y fail to disapprove of the Tenmesses til), Bor there is anotber, and perhaps» more seric oe ob Stacie to the admission of the Tencesses gates. It now appears thas # Tennessee Assembly bas refused to agn the Loo. e@titutional Amendment Pill, om the ground that there wae nots quorum of members present © De the vote was taken, and thas the » Inge were, aceordingly, Liege’ Ders, it seems, were required fore qecrum Fit four were present n the Assesbly room anc werein ene of the (.mm tee rooms 8° : under arrest, The arresied members refuse. ar pe into the Assembly room, but i: was Germdet thet they Were present, to a) intents amd perpen, thur mating up the quorum. Is that war bill was passed, but the Bpester of ube Asser (yr DOW, es reported, dec ares thas ibe tw under arrest can not be regarded as b present, and that, consequentiy, the roe wa: invalid. The result of a!) the muddle may be to send the Tennessee delegation home until the next seasion of Congress, we a) King Chelera Finds Good Friends. Cr tara secured the services of » Judge, ashort Lume ago, to prevent the erection of cholera hospl- tale ot Beguin's Point. He bas now found an- ether efficient agent in our model Common Coun- ei), Resolutions were adopted yesterday in both branches of the Common Council, providing for the removal of the temporary buildings on the Battery that have been used by the Roard of Health for hospital purposes. Now, bow can we reasonably expect to avoid epidemic cholera in this city, when the municipal authorities are doing everything in their power to thwart the sanitary efforts of the Board of Health? Our municipal officials, both judicial and legislative, seem to be impeiled by @ determination to peralyze the Board of Health, regard- leas of the consequences to the city. Toey are willing to see the people carried away by pes- ilence for the sake of gratifying # petty spite ageinst ® Board that, to some extent, interferes | ‘with their corrupt management of municipa affairs. If the Board of Healih cannot be allowed to have accommodations for the proper care and treatment of the cholera patients, the disease Toust necessarily spread. Wo hope that the Board may be able,in some way, to overcome all these obstacles ; but the Common Conneil, and the other officiala who have cooperated with them in this matter, way as well understand now, thatif the pestilence sball become virulent in New York, ‘hey Will be largely respousibie for it. Business Prospects. Tos let of August is about the usual time for the opening of the Fall trade in this city, and con- sequently the busivess prospect for the season \s just pow an interesting subject of speculation, It 1a not only the merchants and manufacturers who are interested in thie matter. A good season for trade causes au increased demand for manutac- tureu, exhausts whatever surplus of labor there may be, tends to enhance wages, aud, consequent- ly, to provide more comforts for the working classes, On the contrary, # dul! season, operating adversely upon employers, necessarily damages the prospats of the Isboring classes. It ie, of course, impossible to arrive at an accurate conclusion, at this time, with re gard to the extents of the Fall trade, but there are certain: considerations » which tend to give an ices of about what we may expect. To the first place, it is not likely that the season will be either extremely good or exiremely bad for business. The country dealers have very mall stocks on hand, The unsettled condition of Ainencial affairs, and the epprehensions of a panic have caused dealers to buy very sparingly within the last year—small orders for immediate use be. ing their general practice in purchasing. There hes probably never been yoar in the experience of our merchants when the proportion of small orders was so large as during the pres: ent year. Country dealers bave all slong bed the impression that = beavy decline tn prices was just ahead, and their purcoases have been made accordingly. The consequence is, that the abeives of the retailers are uncommonly empty, end they must buy pretty heavily to meet the Fall and Winter demand, The orders will prob - ably continue light, for the beliof in reduced prices still remains firm ; but consumers require ® certain supply of goods for the cold season, and they must have them, They cannot wait for the panic which haunts the vimsons of the retalle Therefore, we look for at least an average bust- ness during the season upon which we ere just entering. Something will, of course, depend up- op the question of peace or continued war in Europe, but however that may be, wo think {t safe fo say that our merchants will Lave a satisfactory trade, that labor wil! Hind plenty of employment, and that there will be no ground for a reduction of wagos. The Crops, Tas wheat harvest, which is now about over, bas turned ous much betier than was expected » few weeks ago, The Spring was so unfavorable for the crop, that the product was generally esi- wated at less than balf the aveage; but, fortu- sately, the good weather directly preceding har- rest caused the crop to rally from the Spring wckeot, ond « very fair yield bes been the conse. quence. Our Western ex hanges, which only « short time ago apcke despoudingly of the pros pect, now give the opinion that ¢rop, in their section, will neariy, |) not qu te reach the aver- agein quantity. The quality, ales, is said to be good—mwuch beter thus list year, when the wheat was badly iojured by the wet Weather that ococurred in harvest = tim The reports relative to cther crops are alao couraging. The sield cate ja believed to be untially good, both in quantity and in quality, The prospect for baricy !s not very favoratie, but as that cereal je used chiefly fo the manufacture of malt liquors, we can probably get along with « short crop. Corn ‘@ ea d to promise uncommonly well, The west er has been very favorable for this crop, and if teball ea’e y escape the frost, in the early Fall, a splendid yield may be expected, The reports are ale quite for a good yield of potatoes and nearly a)! of the minor crops, There is evident no danger of s famice yes, favor A Werdy Sort of Gratitude We areata that the hopes @ soldiers, concerning the equa m of bounties, wil!
