The report repre- sents thatthe ferling of enmity between the two elesses in rapidly subsiding. The planters are said to bave turned « new Ieaf in their conduct toward the freedmen, treatiag shem decently and giving them fair wages for their work; ant the negroes, ele, have undergone @ material change, and are now disposed to be industrious sad to rely upon their labor tor a living. There !e resson to believe that this exbibit of the Freedmen's Bureau is re Mable. It is well known that the reports from that quarter have hitherto given an unfavorable view of the relations existing between tie plentersand the negroes, and it has Leen gener- elly euspected that the said reports were tine tured with prejudice against the whites, and in favor of the freedmen. Those circumstances give edditionable weightto the encouraging axounts now submitted by the Bureau. But there are mere general and more convincing, proofs of the rapid growth of harinony between the afore men- tioned classes at the South than are embodelin the reportofthe Freedinen's Bureaa. From va- rious eections of the Southern States we hear com- plaints of the scarcity of Iabor. This {s not be: cause the negroes refuse to work, but because enough of them cannot be obtained to perform the required labor, The truth of the latter state ment is seen in the fat that the agri- cultural districte are sending to the cities end large t woe for reinforcements of negro labor. Thie scarcity may be accounted for partly upon the ground thata large percentage of the South- erp negroes either perished or came Northward during the war, and partly because there is now 4p unusual need of labor to repair the damayes cecasioned by the wor. ‘There aro still come idle and worthless negroes in the South, as there a! ways bave been; and there are still some toolish whites in that section, as thers probably alwa will be; but there is no question that the masses of the two classes are settling down to harmonious relations, perbaps as rapidly as, uncer the circum- stances, could be expected.
