THE NEW YORK SON. TUESDAY MORNING, MAY & 1866, How Political ( ircumatances Alter Kadical Cases. ‘Tr je not strange that observant foreiners often erpreas surprigs in respect to the mutability of American politics. A few monthe while the rebellion was in progress, we had, a8 we now hare, +0 political parties in this country. The Repub- Dieans styled themselves the Union party. The Administration, Congress, the Army and the Navy were al) controlled by that party, and these in- struments were used in concert in the great work of preserving the Union from disruption The Repodlicans claimed all the honor, as « party, for what was done for the preservation of the Uslon, and their political opponents were denounced in wmmeamred terms as traitors, “ Copperieada,”’ oo. The ruling party even went fo fer as t tontend that there was virtu- aily no difference between the Administration and ‘the Government, and as 4 coro lary of that theory ‘they claimed thate word spoken sgainat the Re- publican party was necessarily a denunciation of the President and bie advisers, Democrat re placed upon « par with open and avowed seces- doniats, simply because they honestly diftered ‘With the Adminisiration in certain matters of pub- Wee policy ; and the Republicans even went so far, Yn some cases, a8 to Sustify deeds of violence that were perpetrated agsinss men for the sole offence of speaking their minds with regard to the Ad- ministration. But observe the change. The very men who, but little more than es year ago, were loudest in their stuse of Democrats, upen the grounds mentioned, ere now tabemesives «denouncing the Administration ap terms that, not long ago, would haye garbape cost s Democrat imprisonment, if ‘wot bis life, Those men in Congress who used ‘o ranssck the language for expressions strong enough to carry their (no lignation against the nou- ‘wapporters of the Admin! iom, are again en- a@aged in overhauling their dictionaries to find epi- thets of opprobrium to launch against the Preai dent and bis constitutional advisers, Nine-tentha of the Republican party now stan! in precisely ‘the same relation to the Administration that the Temocrats occupied during the late war. They oppose the President in his policy, they villify him cberecter, they obstruct his efforts to vecement the Union, and in their eager- wees to bind hie bends they ecruple not et measures of doubtful oonstitutionality, Th may be said that the change of circumstances will pow excuse conduct toward the Administra- tion which was not excusablein times of rebel- ‘Yon, But circumstances cannot alter principles. If Democrats were traitors because they opposed and denounced measures of the Administration wo years ago, whatappellation is best fitted to those who now call the President » ‘‘usurper’’ and e‘‘reitor."? A man is not @ traitor because Re differs with, or even denounces an Administra- ton, and it {s only the inconsistency of these pol- Aticians that is deserving of notice, The change that they have undergone simply proves that p l- iticlena, a8 © class, are anxious to have and retain power, caring very little for either consiat- ency or principle. Tho Ferecign News. There are two features of especial interest in the foreign sews which woe publisled this morning. The first is that which relates to the vote upon the Reform Bul im the British House of Commons, end the second pertains to the situation of affairs between Ausirie and Prussia, The subject of the Reform Bill is ome which has attracted much atten- ion 19 this country, because it is an important step in the march of Republican principles in England, If the bill should become « law it would enfranchise somewhere near four hundred thou aand persons in Englind who are now de- herred from voting. The present ministry of Fogland ere im fav r of extending the fran. ehise, and the Reform bill was introduced and is supported by them, They are in fact so closely wedded to it thas it is presumed they will resign in the event of its defeat, The measure, therefore, involves aa important movement in the direction of Republicanism, and also the probable continu. ance In office of the existing Admnistration, Ik will be seen by the news that the vote upon the tecond reading of the bill was very close. Out of aD aggregste vole of over ix Lundred, the bill wos sustained by only five majority. This result is not encouraging for the Ministry or for the pros- pects of the bill, At the opening of the seasion of Parliament the Ministerial pariy hed « clear majority of sixty, avd this rapid decrease of rtrength mey be taken as an omen of defeat. Toe probability now is thet the measure wil! be «de- feated upon the final test, and thet » change of Mimeters will follow. The other feature of the for- rige news to which we allule ts of more general importance, It in licates that the warlike breeze between Austria and Prussia bas probably blown over, to be succeeded by @ peaceful calm. The danger 18 not yet entirely passed, but there seems tobe hardly adoubs that the two powers have shout concluded that war would bea very unprofit- able speculation. They have both Liusiered agreat dea) about their quarrel, aod perhaps they have so far relieved themsclves in that way that they can grt along without fighting, Biuster is both cheap. +r end safer than war. East Teunessce Wants a Vivorce. A Convention representing the Eastern portion ©! Tennessec has just been held for the purpose of inaugurating a movement for the division of that State, The proposition is to form s new Btate out of Hose counties, which, uncer the leadership of Anpasw Joanson ani Pansow Baowatow, adher- +d so tenaciously to the Union during the late war. ‘Tbe object of thie moveueut 19 evideuily to make ® permanent division between the two sections of ‘Venvessce which were lately hostile to exch other. The Western portion of the stat, which is the roost populous, was noted during the rebellion for t's biter hostility te the Union. Ik was in ‘avs the exact reverse of the Eastern eoction ju ‘tat respect, As the control of tle state w)'l of course soon be placed entirely in the hends of the majority of its people, without any | interference from the Government, the late rebels will have full political sway, and the sieadfast Usion men will practically be powerless in guid- ius the station of the Biste. It is this prospect iba. now impels the people of East Tennessee to moake an effort for the division of the Btate, and is Snob strauge that they should desire the change. Dut at the same time there is strong ground of ob- joion to thelr plan, Tennessee is nots large ttate, Ite ares is two thousand square miles less than that of Pounsylvanip, sod ite population w only about equal to that of the city of New York. The principle involved in the proposition and the precedent that uld be established = by the measure are, boweror, the moet material ob- fections to it) Ti would give to Tennessee, with ite mill oo of inhabitante, ynat double the power in the United Siawe Senate ther N w York bes, with ® population more ther ir times «@ th true theta line diserspancy aleo exists between New York and some of the stoal! States, but that ie an old eri] and one which cannot be easily remedied. But the evil ought not to be exten led If the precedent of Btate division be established, is will not be long ere dissatiefied politicians clamor & divimon of New York #nod other States, wherein locality makes @ marked divieoa in political opinion, Disunion of counties # ould be avoided next to disunion of 8: The plan proposed by the Kast Tennesserans is simply ® State divorce, and they ought to remember that divorees of every kind should beeare’ully avoided * for Mr. Bancroft and Earl inesell Tas memorial address which Mr. Bascaort de. Iivered in honor of the late D’rraident Lrsoors, was not, in iteelt, a matter of much consrquen It seema, however, to have atiracted more tion in Eugland than {n this e Var! Roa. SELL saw fit to take exceptions to some cf Mr, Bascaorra strictures unon the ‘ neurality'' of the British Government during she war, and @ cor- respondence, of ebout as mucs consequence as the original address, Las parsed between the parties upon the subject, Mr. Bascnort, in his address, said that * the Britian Se retary of State for For- eign Affaires mee haste to send word through the palaces of Europe that the great Republic was in agony, that the Repullic was no more; thate headstone was ai) that remained due hy the law of nations to the late Loon!" Earl Rosser. tekes exceptions to that language and attempts to screen himself from the imputetion which is casts upon bim. By these citations Mr. Baxcsort not only justifies the language of bis address, but he shows that he might have character zed the conduct of Fer! Rusestt in tar more emphatic language with- out overleaping the bounde of truth. He pina the wily Earl down so closely that the latter must fee) the foree of the old adaze, that ‘'s poor delence is worse than nove.”’ But the discussion is really uot worth the paper that bas Leen wasted in it, for a)! that either Ker!
