~ a THE NEW YORK SUN. pecan = TUESDAY MORNING, MAY 1, 1866, Te Advertisers. Wa woald amin remind our edvertising patrons that their favors willbe “‘too late for classification,” aniess handed in at our counter before nine o’cloce We keep our publication office open for the reception of advertisements until 12 o'clock P, M., tut do not classify them efter nine o'clock, Political Feeling im the South. Tas Congressional Reconstruction Commiwee tmve been for three months feeling the pulee of the Bouth, and, judging from their late reports they are now ebout as ignorant of the true con:l- tion of the case as they were at the outset. They Dave examined a great many witnesses, but what does it all amount to? One class of witnesses de- clare that the Bouthern people are al meek as lambs and harmiess as doves ; while another class clatma that the lam) fe only « wolf in disguise, and that the cooing of the dove le merely « modified bot of the serpent. The truth js, this Reconstruc- tion Committee might have successfully placed any person in the South npon the witness stend, from Jerr, Davis down io the younceat spectmon of the genus freet man, and atthe end they would have been no wiser than they were at the beginning. The testi- mony of witnesses ia, of course, of the utmost val- ue in matters of fact, but we fod scarcely apy- thing of that kind inthe evi lence brought out by whe ssid Committee, The testimony !s s) most ex- clusively confined to opinions, impressions and couvictions of how the Southern people feel and what they arelkely todo, Now such evidence Is pot worth the time required to draw it out. Of course, Southern men are aj ready to express the belief that a1! wil! beserene aod lovely in the South it Congress will only remove the restrictions pow impoted upon the Southern States, The testimony of ope man is the testimony of the whole people upon that point’ Then why waste time aod = spend money in drumming up witnesses for the anke of having theese statewents repeated over and overagainy The only sensible and reasona'le way of judging Southern sentiment is, ty the general tone of the pouthern press, and by the bome out-givings of their political leaders. Py watching them through these mediums there \s sorne chance to (hecover their real feelings, aod by that standard the whole situation may be sated in a very few words, The Southern peojle aro avzious wo be re-admitied to their old places in the Uuion; they sccept the issue of the war a4 final and conclusive, and they are now willing to live again under the Government that they eo lately repuatiaved Mut in their principles they have underjonue no change, They still cling to the belief thas the Btates are sovereign, and that the right of seces- gon je toaliensble. They are fully convince, however, that secestion is not politic, and as matter of policy they are disinclined to ever at- tempt it again. They st)!! hold, as they have always held, that the negroes should remain ine meni«! position, and therefore the Southern States would not voluntarily enfranchise the freedmen, nor provide for their education—at leas, oot in Abeir present temper, They look at their relations fo the Government purely in the light of self- coterest, They reyret that slavery has been abo! tehed ; they regret that the “Confederacy"’ proved @falure; butall thatis pas’, and they now want to make advantageous terms of reorgan! zation, That is the subsiance of the whole meter, and bed the Reconstruction Committees protracted thelr investigations til! doomsday, they would have found that the essence of the case is as above mated, Tho Power of the r. Lx name at loast wo have a Mayor, aud the office is honored by the present incumbent, but practi- cally his powers are too circumscribed to be of value to those who elected Joux T. Horrman to what should be the highest snd mont resnons ble position in the City Government. If distinguished guests are to be received, the Mayor is expectelto welcome them, but tf any law lato be enforced be ean only call thereto the attention ef some one of the many Commissions or Heads of Dopartwente, who may or may not put the necessary wachivery in operation, Ifa mock suctioneer is to be ar- rested, or a swindler punished, the Mayor can be eppested to, and summon the culprit to appear before him, Other officials must then he called in before the rascals can be properly dealt with. If the Common Council, or the Heads of other Municipal Departments desire to carry out ome plundering scheme, the Mayor te powerless to prevent the iniquity, In abort, the Chief Magistrate of the Empire City is ealy clothed with the magisterial powers that en- able him to flee » few hack drivers, or marry the jeving or unloving couples requiring such @ ser- vice athisbands, Asa matter of fourm he aligns she Corporation ordinances, bills, etc. ; but when Re sends such documents back, with bis objections 4 signing them, the law-makers may disregard ‘his arguments and complete their legislation with- ut bisconsent, If the Mayor absolutely refuses to aig @ warrant for the payment of public money, where are Judges to be found ready to granta mandamus compelling bis Honor to do that which Ris Judgment declares \s illegal, and should not be performed, Ife lerve sum is at issuc, the Mayor ean hold out for the time being, but in the end the aforesaid Judges decide in favor of the “ring,” end the city is obliged to pay the cots of both (Parties. Our city and its citizens are diagraced by euch @ condition of affairs, which is not hkely to be changed until the people speak out in public mmoctings on the subject. Legislative “Dead 1 LagieLaTors are not apt to pase lows in opposi- Won to thelr persona! interests, but the members of the late Lezislature of this State are entitled to the creditof having passed an enactment which will operate directly against themselvesand which ss of but little consequence to anybody else, Wo allude to the law probibiting railroad companies from grevting free tickets or passes. It has been eUstomary not only jo thisbutin any other States, for railroad companies to | #e of'em os they liked, without expense. Such passes save a goeat deal of money in the way of wailrosd fore, and they are of course very accepta- ‘ble to the lawmakers, but we were glad to know Ghat the Legislature of this Nite bad the moral curage to enact the ant!-pass law ip the face of the advantages that they will persomally forego by eo jent means for bribing » Logisiatureto favor the said Felivgad, and ag far on she jaorel effect ie concerned, deing. These passes are in fact only » conv the companies might as wel) pay the worth of the tieketa in money, The Legislature of thie State have done ea goo thing in relieving them- solves of that stigmas : sppearance in thie o'ty, scores of quacks are making prepsratio s for ewindling the people by means of patent medicines, which will be found of no value ty the simpletous who foolishly purchase these postrums. No intelligent person will trifle with) a liseage like the cholera, an! only the igno- reot will trost thelr Jives in the hands of the abarpers who advertise “a mirecure for cho cra.” The quacks who prepare and vend these nosirums expect to make money out of the people by parad- ing numerous certificates, and o.herwiee causing the public to believe that they can obtain a reme- dy for the cholera without resortins to the regular phyriciens, whose fers are kouwn to be qua'ru- ple the pr.cescharged! for» bottle of the m'sca'led “cure.” Ibis not only false es nomy to purchase these medicines, Lut serious trifling with hae man life to patronize the manufacturers of these Inventions, Where one of these remedies contain any valuable properties, hundreds are tn- Jurious to the buman system, and inrtead of ward ing off or curing en attack of the ebolera only aggrsrate and complicate the disease, We hope the people will not be mislod by the flam ng ad- vertisements of the mountebanks, who do not hea- purpose of making mouey while the cholera pre- vails, All who desire to escape the ravages of the che and keep thelr bores wel! sired andciean.
