Tr te Just now a0 interesting question whether the President's recent proclamation of peace wass eebetenee or only ashedow. From ite language ‘end tenor, the public got the impression that the proclamation abolished martial lew in the South- orn States, that it restored the privileges of tie Babess corpus, and that 16 fully re-established the @uthority of the civil courte; but the Adjutent- Generel, by euthority of the Presicent, bes In- etrooted the Miliary Commandant in Georgia, that the proclamation ‘does not remove mertial lew.’ Then of what consequence is 11, an! why wee it fesurd? If tt does not remove martial lew, it ne comarily does not rewore the privileges of the Aabeas corpus, Military law cannot exist where the Aabeas corpus is operative, because the latter wakes the civil law supreme. Therefore, ao- cording to the late decision reepeciing the peace Proclamation, the Southern States are still under enartia! law, and are practically in the same con- dition as before, Bui we fail to see bow euch an Onterpretation can be placed upon the proclams- tion. One of the preambles to that document recited that——''Whereas, standing armies, mililery eccupation, martial law, military tribunals, and ahe suspension of the privilege of the writ of Aabeas corpus ore in time of peace dangerous to public liberty,” ete., they ought not to be tolerated @rcept in ‘suppressing Insurrection or rebellion." ‘Then, in the same document the President makes the official declaration that the rebel!ion no longer exisia, but that peace has been fully restored. Now, if martial law, etc., oan be tolerated only during o time of rebellion, and a mo rebellion now exisia, where is the consistency between the peace proclamation and the late decision respecting martial law in Goorgia? But there is « question of fact as wel! a the one of consistency in thie matter, to which ‘we invite attention. On March 81, 1863, Congress passed the act empowering the President to sus- qend the Aebeas corpus. That act provided that ‘the suspension should :emain im force so long as “the aatd rebellion continue.” Under that law, on Beptember 16th, 1863, President Lrnoons issued his proclamation suspending the Aubeas corpus, and declaring that ‘this suspensioa wi!! continues throughout the duration of the said rebellion, or unti) this proclamation shall, by « subsequent one ‘te be lerued by the Premdent of the United States, be modified or revoked.’ Under these plain pro- visions does not the President's peace proclamasion necessarily restore the habeas cor pus in the South- orn States? This matier ought to be settled either one way or the other, for itis» subject of @reat importance to the whole country, The ques- @on ts, does the peace proclamstion meas any- thing, or is it only a joke? ‘The (ity Raflread Impesitions. Dourne eight consecutive days, the vity railroad companies have failed to comply with the condi- tions of their charters. According to the contracts Detween the city and the said companies, the let- ter are bound to furnish adequate scoommodation fw the wants Of the traveilag public on their re. epective lines; and tm every instance it is stipulated that the charter shall be revoked in case these con- ditions are nos complied with. The relations between the com- panies and the men are something with which the city has nothing to do, The oumpanies have agreed to dos certain thing, and ft Is their business to see that they have the moans of doing is. If their drivers are not willing to work at starvation wages, it t8 the duty of the companies to ive thom better pay or else to find other men to teke their places, Now there are plenty of capi- taliste im this city who would be willing to take the city reads a4 their legitimate value, furnish emple accommodations for the traveiling public, end guarantee fair wages to the employes. Fur- ther than the!, these ca, jta!ists would be willing to pay shandsome bonus toto the city weasury for the privilege of running the said roads. This baing the true situation of the casa, we now cal! upon the authorities to revoke the herters of these companies that heve broken their contracts, and to make such disposition of the roads as shal! se- cure travelling facilities for our citizens. The peo- pie have berne with the outrages of these heartless ‘Wenopolista long ehough, and they now insist that the proper steps shall be immediately taken te pus an effectual stop to their imposiiions. Reducing the Taxes. We have the ennouncement from Washington hat the Interns! Rovenue taxes will be materially @minished by the amended bill which is now in course of preparation by the Committee on Ways vend Means.
