Tne peculiar rélations existing between the United States afd Foglend have thus far excited Dus Htele apprehension concerning their sohution, end yes the fect cannot be ignored that the mtua- tion of affairs is becoming q iite critical. There ere now three distinct and highly dangerous ¢le- ments of @ quarrel between the two countries, The first pertains to the claims of our Government for damages sustained during the late rebellion by anglo-rebel pirates; the second is with regard to the difficulty about the fisheries on the upper ‘coast ; and the third relates to the Fenian demon- @trations now in progress. There is danger in these questions, It is true thet there is» seeming Aisposition, on the part of both Governments, to wmaintein friendly relations with each other, end it is thie circumstance that has impressed the people with @ belief tat ell difficulties will be amicably adjusted. But diplomatic courtesy is ene thing, anc the yielding of important points in dispule is quile anotber, Now if we strip away the ornate feature of the cor- respondence between Mr. Sawann and Bar! (On the other hand, the United Biates suthoritios have dispatched « fleet to protect American fishermen from the threatened interference, and it therefore requires bat little foresight to see that there is iinminent danger of « collision upon that question. The Fenian matier is the lest, but probably not the least of the dangers that now environ the pence between the United States and England, It is tree that our Government does not countenan¢ the movement of the Fenians in respect to the British provinces, but the latter heave lately been wrought up to a high pitch of ex- citemens about an spprebended invasion, they have expended « great deal of money in defensive preparations, and the biame for all this trouble and expense they throw upon the United States, Just now it is reported that the Fenians are really preparing for the attack, and it ie rumored that the British Minister at Washington has demanded thet our Government shal! at once interfere to pro tect the provincials from the termbie Fenian bost. There is no telling whas this matier may lead so, but there is certainly an element of danger in it, The fact is, that our relations with England are fast assuming «critical aspect, and while all the @fhoultios mentioned may,be barmonized, it can- not be denied that there is ground to apprehend » rupture, — The Freedmon. Metrepolitan Health Ordinances. Tae Board of Health have adopted, with a few amendments, the ordinances and regulations which were published in the Sun on Tuesday, The provisions of this code are of importance to every citizen, for the Board have ample power to enforce their observance, and to impose peueliies for non-compliance with them, There are ip al! one hundred and sixty-five distinct sections in the Health code, Every subject requiring sanitary Fegulation seems to be comprehended in its pro- visions, and {f all these provisions be rigitly en- forced, we shall unquestionably have a reformed ey. Nearly every section of the code would furnish ® good text for an article, but we must pass the matter with » few general remarks upon the leading reformatory points. Perhaps the mont important feature of ihe code is that which relates fo tenement houses—particularly the section which prescribes the space that shell be allotted to each occupant, Section 183 provides that ‘no more than one person shall be allowed to one thousand cubic feet of space in any one apart- ment of any tenement, boarding -Louse, or lodging- bouse ; and only one person for every onethousand cuble feet of contents to be allowed to dwoll iu any lodging-bouse." Bectien 187, provides that tho minimum height of any story in # tenement house shall be nine feet.
