THE NEW YORK SUN. TURSDAY MORNING, BEPT. 19, 1865. Alabama and Her Rebel Debt. Tas Alabame Btate Convention, which js now in session, has passed @ resolution favoring the pay- ment of the debt incurred by that State for military purposes during the late rebellion. As Alabama went into the scheme of rebellion with considera- ble reluctance, and as the “Union element” in it war perhaps as strong as in any other rebe! Biate, we may inter that its avowal of » purpose to pay the debt incurred during the war will be followed by the other reclaimed States. Therefore, the sub- Ject 19 well worthy of consideration, We are not aware of the amount of debt incurred by Alabama in the cause of the Confederacy, but it ta, of course, somewhere in the millions, and ite payment would necessarily be » heavy burden upon the people. In the first place, bas Alabama the power, and wil! the Government permit the payment of the said debt? A Pulladelpbia contemporary decides this question in the negative; but we beg leave tofdissent, We freely admit thes the hquidation of ‘tte rebel debt would be an onerous tax upon Ala ‘dems, and that it would be very bard for iiw Union men to be compelled to pay their proportion of it ; and we also admit that the action of the Conven- ‘Vion in passing that resolution was, in our opinion, in the worst possible taste, Nevertheless, the Fed- ‘tral Constitution gives to every Btate supreme power to “regulate its insiitutionsin ite own way," @o long as they do not confiict with the Constitu- tion of the United States. A State is perfectly free ‘to contract any debt tat it pleases. New York might constitutionally make ao appropriation to redeem all the rebel cotton bonds in Europe, or it might aemurne the rebel debt of Alabama, and the General Government would have no power to !n- terfere. A Biate may do anything in its Co nmon- ‘wealth capacity that does not come in conflict with the Federal constitution. This much, and no more, the Government can do to prevent the car- vying outof the Alabama scheme: It can keep Alabama in a provisional condition, and Congress can prevent ite members from taking their seats tn that boty, with the view of extorting « pledge Bhat the rebel debt shall not be paid, But when the Btate aball have become sovereign by the ful! restoration of its local government, it may elect to pay the whole debt of the defunct confederacy, and the geveral Government would be powerless to prevent it. We have no apprehension, however, that Alabama will carry this proposition into prac- tice. The resolution in question is only a little exhibition of that petty spitefulness against the Government that will occasionally show itsel! emong the “reclaimed.” And then this avowa! efforde a very cheap means of showing to the world that the “honor’' of the South still stands forth conspicuously im the general ruin, Bus when it comes to practical, commonplace “shelling out’ of money, this display of ‘‘honor'’ will, we believe, very suddenly collapse, ‘Then and Now.
